Big relief on cards for employees, major salary changes ahead
8th Pay Commission countdown

Early Times Report

Jammu, Sept 3: Big relief could soon be on its way for over 50 lakh Central Government employees and more than 65 lakh pensioners across the country. After months of anticipation, fresh details have emerged on the 8th Pay Commission's progress — covering everything from the crucial fitment factor to expected changes in basic pay and allowances.
The commission was given an 18-month window to finalise its recommendations, and half that time — nine months — has already elapsed.
In its opening phase, the panel focused on setting up its internal administrative machinery before moving on to studying memoranda submitted by various ministries and major employee unions, including the National Council (Staff Side) and the Joint Consultative Machinery (NC-JCM). The commission is now in active consultation mode, meeting state and departmental representatives as it races to submit its final report on schedule.
The new pay structure under the 8th Pay Commission is slated to kick in from January 1, 2026. Crucially, even if the commission's final submission or the government's subsequent approval process runs late, employees are set to receive their full arrears from January 1, 2026, in one lump-sum payment — so no one stands to lose out on the timeline.
At the heart of any salary revision lies the fitment factor — and this time, the numbers are being fiercely contested. The 7th Pay Commission had fixed it at 2.57. This time around, employee unions are demanding a sharp jump to anywhere between 2.86 and 3.68. Financial experts, however, are far more conservative, suggesting the commission may ultimately settle somewhere between 2.25 and 2.57 to keep the burden on government finances manageable.
The commission's approach isn't just about crunching numbers on paper. It is actively engaging with stakeholder associations representing the Army, Railways, Postal services, Civil Services, and pensioner bodies. Major consultation rounds have already taken place in New Delhi, Kolkata, and Mumbai, with more city-level meetings planned to accurately gauge the Consumer Price Index for Industrial Workers (CPI-IW) and ground realities of the current cost of living.
One thing looks certain — the 8th Pay Commission's rollout is set to deliver a substantial financial boost to Central Government employees and pensioners alike. The exact figures will only become clear once the government formally decides on the fitment factor, but with arrears guaranteed from January 2026 and minimum pay potentially more than doubling, anticipation is only set to build in the coming months.
