North India draws battle lines against narco-terror

Early Times Report

Jammu, Sept 8: In a decisive show of inter-state resolve, Punjab Police on Tuesday hosted the 10th Northern Regional Police Coordination Committee (NRPCC) meeting, pulling together the region’s top security brass in a hybrid conclave aimed squarely at one target: choking off the networks fuelling narco-terrorism and anti-national activity across northern India.
The meeting brought Directors General and Inspectors General of Police from across the northern belt into the same room, virtually and physically, alongside senior commanders from the Border Security Force, Central Reserve Police Force, Indo-Tibetan Border Police, National Investigation Agency and State Intelligence Bureau. Police leadership from Haryana, Delhi, Uttar Pradesh, Uttarakhand, Jammu & Kashmir, Ladakh, Himachal Pradesh and Chandigarh rounded out a guest list that reads like a who’s-who of India’s northern security establishment.
At the heart of the deliberations lay an uncomfortable truth security agencies have long grappled with: crime no longer respects state borders. Narco-terror syndicates, gangster networks, cyber-criminal rings and online extremist propaganda machines now operate in the seams between jurisdictions, exploiting gaps in coordination that the NRPCC was explicitly built to close. Tuesday’s session zeroed in on cybercrime, internal security architecture, counter-intelligence operations and the tech-driven overhaul of policing capabilities needed to keep pace with increasingly sophisticated adversaries.
The message from the podium was unambiguous: coordination is no longer optional, it is existential. Officials underlined that the collective push against organised crime, gangster syndicates, cyber threats and online radicalisation has only succeeded where states have moved in lockstep, sharing intelligence in real time and acting jointly rather than in isolated silos.
Out of the meeting emerged a broad blueprint for the road ahead, stitching together every layer of the security apparatus. The plan calls for intelligence-led policing and policy-making, reinforced internal and border security, and deeper community policing outreach. It also pushes for sharper on-ground operational preparedness, a coordinated crackdown on online extremism, and expanded cyber-capabilities to match evolving digital threats. Beyond that, officials want institutionalised inter-agency coordination mechanisms, regular joint mock drills to test readiness, and robust investigation and prosecution frameworks to ensure arrests translate into convictions.
Security officials framed the NRPCC not as a one-off exercise but as a standing platform, one designed to let the region’s police forces and central agencies learn, adapt and work together as threats mutate. With narco-terror networks increasingly using border states as conduits and digital platforms as recruitment grounds, Tuesday’s conclave signals that northern India’s security establishment is betting on unity of command, and shared intelligence, as its strongest counter-punch.
