Jammu, Sept 8: Jammu and Kashmir’s Legislative Assembly will convene for its autumn session starting September 21, with Speaker Abdul Rahim Rather issuing a detailed 10-day business calendar on Tuesday — mapping out sitting days, holidays and the window for Private Members’ Business ahead of the government’s biannual shift to Jammu.
The session opens on a solemn note, with obituary references scheduled for lawmakers who passed away since the House last adjourned, before the Assembly turns to Government Business the same day. That business will carry through September 22, followed by a pause on September 23 for the holiday marking Maharaja Hari Singh’s birth anniversary.
The legislative calendar then moves into its Private Members’ segment: Private Members’ Bills will be taken up on September 24, with Private Members’ Resolutions following on September 25. The Assembly will then go dark for two days — September 26 and 27 — before wrapping up with a three-day stretch from September 28 to 30, reserved for a mix of Private Members’ Bills and government business.
This will mark the sixth session of the Assembly since the elected government took office in October 2024. The inaugural session, held in Srinagar that November, ran just four days but proved consequential — lawmakers used it to pass a resolution demanding restoration of statehood and pressing New Delhi to open dialogue with the Union Territory’s elected representatives on the question of special status.
Notably, this autumn sitting will be brief by design: it must conclude before the government relocates to Jammu for the Darbar Move, the twice-yearly transfer of the Civil Secretariat that keeps administrative offices in Jammu from November through April.
The groundwork for the session was laid earlier, on August 12, when Assembly Secretary Manoj Pandita issued a bulletin asking legislators to restrict themselves to four starred and four non-starred questions each, along with no more than one Bill and two Resolutions apiece.
