Despite anti begging law, begging turns into well organized industry in Jammu

Jammu, Aug 19: Blame it on the incapability of Police to implement anti begging law, the menace of begging has become a well organized mafia in Jammu. Families and clans, comprising men, women and children of all ages have usurped city's squares, malls, traffic lights, hospitals, educational institutions, temples and mosques and even parking lots of Government and private offices where they beg fearlessly and sometimes even aggressively.
Sources reveal that the entire menace of begging has become highly organized and professional with seniors in the trade becoming contractors. "The kingpins in the trade have established their control over selected spots and they station their own beggars on these places. These kingpins extort a share from the daily collections of beggars stationed by them" said Ashok Gupta, a shop attendant in Raghunath bazaar. "Their collections run into thousand of rupees every month and most of this is spent in alcohol and drugs and many of them are working as couriers for the drug mafia which is fast gaining its roots in Jammu. A survey conducted by a social organization few years back revealed that the army of beggars is invited to Jammu due to pilgrimage tourism around the year and the influx increases during the Shri Amarnath pilgrimage. "Most of the beggars in Jammu have migrated from southern state of Andhra Pradesh and they come in large groups" said Adarsh Mahajan, a volunteer of the organization. "There is a dire need to conduct a survey for the identification of these beggars so that their identity can be established and their activities can be kept under watch" he added apprehending that many of them could easily be lured in criminal and even anti-national activities. "It is strange that despite there being an anti begging legislation, large army of beggars is migrating to Jammu every year, which can have serious effect on the safety and security of the city in the long run" he added further.
