Is Pakistan begging for resumption of talks with India ?

Jammu, Dec 3: If the latest statement from Pakistan's High Commissioner is any guide Islamabad has stopped begging India for resumption of talks.Though Abdul Basit says Pakistan is not begging for talks,at the same time he has expressed a wish that without talks bilateral problems cannot be resolved.
Again if Abdul Basit's statement is any guide Pakistan is ready to accept some of the conditions placed by India for the resumption of talks. He has not been, however, clear, about Pakistan's stand on stopping export of terror to India, end to ceasefire violations, infiltration and support, moral, material and diplomatic,to separatists in Kashmir.
Abdul Basit is again optimistic about the resumption of talks,whether it may te a year or two but talks have to be resumed. But will India resume talks in the context of repeated ceasefire violations by Pakistani forces ? India is not ready because Pakistan has to promote a conducive atmosphere for talks which it can do by ending infiltration and winding up Arms training camps for militants.
Whether adviser on foreign affairs to Pakistan Prime Minister, Nawaz Sharif, agrees with Basit's stand may be clear when Sartaj Aziz arrives on Sunday to attend Heart Asia conference in Amritsar in Punjab. Though he has carrying a delegation with him but India has made it clear that there is nothing in the cards as far as talks are concerned.
Well so long Jammu and Kashmir experiences turmoil and tension on the LOC and on the IB development works within the state would suffer. This is what the separatists and the opposition parties want.They want the turmoil to continue so that by the end of the term the report card of the PDP-BJP coalition Government is below average.
Judged by the current focus on implementation of various development projects there is doubt whether the coalition Government is able to fulfill its commitment by the time the dates for the next Assembly election are announced.
The lull is the execution of development works has been there during the last eight months and that is the most undoing for both the PDP and the BJP which had decided to forge an alliance for sharing power.The PDP hoped that since BJP was in power in the centre, joining hands with the BJP would ensure liberal funds from the centre. Recently Mehbooba Mufti had met the Union Finance Minister, Arun Jaitley, and Prime Minister, Modi,with the request that additional funds be released to enable the state to complete some projects.However,again the report card is very poor as far as the coalition Government's commitment to increase power generation. Imagine the people in the state, especially in the Jammu region, had to experience prolonged load shedding even during the summer months. This has multiplied anger against the BJP and the impact of this anger can be manifest in the next Assembly poll.
