To release plan allocation in 4 installments | New Delhi's policy shift | | Bashir Assad Jammu, Nov 29: In a major policy shift, the Union Finance Ministry has decided to release the annual allocation for the year 2012-13 in four install-ments. The allocations un-der central share too are delayedowing to the failure of the different departments in submitting the utilization certificates. Only two installments have been released so far, thereby, impeding the developmental projects in the state. Sources in the Civil Secretariat told Early Tim-es that the Central Gover-nment, in a major shift in its policy, decided to release the plan allocation to the Jammu Kashmir gover-nment in four installments and the first installment was received by the Union Government as late as in September followed by the second installments earlier this month. The delayed release of funds by the Union Gove-rnment in four installments, sources said, has adversely affected the developmental projects taken in hand by the state government during the current fiscal year. Uncon-firmed reports suggest that some government departments have so far received only one installment of the allocations and are waiting for the second. Interestingly the State Government had on August 13, 2012 authorized all its departments to take up various works-utilizing 100% of the allocation-without waiting for the actual release of the funds by the central government. However, reports suggest that the orders are yet to be implemented owing to the non-payment of bills to the executing agencies/contractors for the works executed during last fiscal year under various programes. Pertinently the State Planning Department had approved the utilization of 100 percent allocations provided to State Government Departments under the Annual Plan 2012-13 sanctioned by the Planning Commissioner of India at Rs 7300 crore. However, this was not possible for the departments particularly when the departments have to go for the procurement. Although the first installment came only after a gap of one month after the order was issued but the installment was one-fourth of the total plan size which further added to the woes of the departments. However, the State Planning department asked the departments to take up the developmental projects keeping in mind the allocation under the particular head. But the problem with the departments was that they had to go for the procurement which in certain cases was not possible in absence of the funds. However, when the first installment came, the departments preferred to procure the items rather than going for actual execution of work on the ground which was again technically wrong because usually the departments were effecting purchases at the fage end of the fiscal which is also the off-season because of the extreme weather conditions in most parts of the state during which the execution of work on ground becomes dead impossible. This exercise of purchases is usually effected to avoid lapse of unutilized funds at the end of the fiscal. Meanwhile, sources said, the government will approach the Union Finance Ministry seeking early release of the third and fourth installments out of Rs 7300 crore annual outlay. Earlier, in June the state government had authorized its departments to utilize only 50 per cent of the allocated amount. The Departments have also been asked to furnish monthly / quarterly expenditure statements both financial as well as physical to the Planning Department by 5th of every month / quarter positively.
