PIO, FAA sleep over RTI query | FCI bids to conceal information | | Bivek Mathur

Jammu, Jan 11: In an obvious attempt to conceal information sought under the RTI Act 2009, the First Appellate Authority (FAA) of the Food Corporation of India (FCI), Jammu division has also stayed inert to the query after the PIO failed to file the reply in stipulated time. On 31.10.2014, an RTI was filed before the PIO, FCI Jammu division seeking details of Jute bags/sacs purchased by the FCI, Jammu division from different Private/Govt firms/contractors and the process of inviting tenders i.e. whether the details of tendering was circulated through newspapers or not with the details of firm/contractor finally allotted these contract of providing jute bags/sacs. Further, the applicant had sought to know about the bidding cost of the person allotted the tender for providing jute bags/sacs to FCI, Jammu division with the comparison of the bidding costs of others in the competition. As per the mandatory provision of the RTI Act 2009, the applicant waited for the 30 days period but when no reply or intimation was received from the PIO FCI over the delay in sharing the details, an appeal was filed before the First Appellate Authority (FAA) on 09.12.2014 which was received on the same date in the receiving section of the FCI, Jammu division. After waiting for another 30 days, the First Appellate Authority too has turned deaf ears towards the complaint and has not replied over the delay by the PIO in sharing the details on time or justifying the delay. It may be important to mention here that the same PIO had earlier denied sharing information on same subject giving excuse of not writing questions in series which seems to be a deliberate attempt on his part to conceal the information. |
