Union Govt disapproves construction of new PS for 2014-15, directs to complete backlog | Only 4743 girls enrolled in KGBVs against target of 6700 | | Bivek Mathur Early Times Report Jammu, Jan 14: 14 Union Government has expressed strong resentment with the State Government in the 208th meeting of Project Approval Board (PAB) for delaying the construction works and weak enrolment drives launched by the state government in the Kasturba Gandhi Balika Vidyalyas. As per data provided in the website of Sarva Shiksha Abhiyan, out of the 99 KGBVs in the State, 35 are Model-I and 64 Model-II, enrolling 4743 ginmates against 6700 target enrolment (70.79% enrolment). The PAB has asked the State to ensure that all the vacant seats are filled by eligible girls before next academic session commences and advised the state to have a clear strategy for mobilizing the community to enable the girls who are out of school to be enrolled in KGBVs. Further, out of 99 buildings, 13 buildings are complete, 55 are in progress and 31 are yet to be started. The PAB took a serious view of the tardy construction of KGVB buildings and pointed out that expenditure on payment of rent was avoidable. "State must expedite the construction work, funds which had already been made available to the state", said Union Govt officials in PAB. The PAB data further reads that the state proposed 487 new Primary Schools (PS) and up-gradation of 247 primary schools to Upper Primary Schools (UPS but has not yet completed the construction of new PS sanctioned earlier and these are also yet to be opened. The PAB therefore did not approve the opening of any new Primary Schools for 2014-15 and directed the State to complete the backlog. The PAB directed the State to take effective steps to expedite the completion of all the pending civil works within the current year. |
