Srinagar, Jan 20: Main accused in major encroachment land scam on Srinagar outskirts exposed by Early Times on July 18, 2014 are still roaming freely as they have used power and influence to save themselves from the law of the land. With the imposition of Governor's rule in the state people are hoping that accused would be booked and law would take its own course. Pertinently, Early Times had accessed important revenue documents indicating names of influential encroachers who had usurped prime government land at Humhama, Gogoo areas outside Srinagar Airport in 2011. As the Governor Rule is in place in Jammu and Kashmir and there is no political interference, people hope time bound probe could expose the elements who encroached hundreds of kanals of state land illegally and made a fortune. The documents in possession with Early Times reveals that in Humhama area 234 kanals of Kahcharai land and 36 kanals of state land, and in nearby Gogoo area 25 kanals and 13 marlas of Kahcharai land have been encroached illegally over the years by hundreds of blue eyed people including noted bureaucrats and government officials. A document with bearing signature of Naib Tehsildar Budgam dated 17/04/2011 reveals names of hundreds of encroachers including top government officials who have encroached land under Khasra numbers 1026,1026/2. The report further mentions that due to the construction of residential houses exact figures about the state land encroached could not be summed up. According to letter number 161-63 dated 14/7/2011Tehsildar Budgam in response to communication of then Deputy Commissioner Budgam under letter number DCB/SQ/11/279-85 dated 15/6/2011 writes that 'Assamie wise' notices have been issued to the encroachers of Humhama Friends enclave, Gowsia Colony, Gogoo, Jawahir Housing colony and other such places after field staff submitted its report of total encroachment of land at Humhama and Gogoo and encroachers were asked to produce document if any of the land on which they have constructed complexes and a six member team including concerned Patwaris were directed to complete the process of documentation. Acting on the field report about the land encroachment a Humhama and Gogoo then Assistant commissioner revenue Budgam in his letter number DCB/SQ//11/279-85 dated 15/06/2011 reminded Tehsildar Budgam that as per the minutes of meeting held with revenue Minister and divisional commissioner Kashmir orders were passed to take immediate action against land encroachers at an earliest. Pertinently apart from formal letters to encroachers by District Administration Budgam time to time warning them to either produce documents of land encroached or vacate the area, District Administration in the same year through an advertisement in a local Urdu daily warned encroachers not to violate section 133 LRA and in case they ignored the warning necessary action shall be taken against all the encroachers of the area. Pertinently after matter got exposed in media through some credible sources, instead of any stern action against encroachers according to reports in police station of Humhama an FIR under sections 447-A and 132 was registered against Bharat Bhushan and Muzaffar Ahmad Jan, senior functionaries of Jammu and Kashmir Cooperative Housing Corporation (JKCHC), which had developed the colony only after a dispute broke out between one Minister and a top official over a piece of land under occupation of the official. Meanwhile despite repeated attempts, Deputy Commissioner Budgam did not pick up the phone to talk on the issue. |
