Engineers of R&B seek Governor's intervention in promotions 2/9/2015 12:41:35 AM Early Times Report Jammu, Feb 8: Senior Engineers of PWD (R&B) expressed apprehension on the promotions to the vacant posts of Superintending Engineers which are being considered by R&B Department without giving any consideration of merit, seniority and cadre strength rules. As per press release, Senior Engineers of PWD (R&B) demanded intervention of His Excellency in the matter of proposed promotions of Superintending Engineers being considered by the Administrative Secretariat of R&B Department. They said that senior most engineers have been made to suffer as the junior most engineers, who have got accelerated promotion by virtue of reservation rules but not entitled to accelerated seniority, have been placed at higher positions without regularization of their adhoc promotions by PSC/DPC. Thus the persons holding substantive post of only Assistant Engineers and not regularized even as Assistant Executive Engineers, vide Order No 380 PW(R&B) of 2014, dated 20/08/2014, have been given charge of Superintending Engineers by ignoring all the service rules. Even the Orders of High Court of J&K, dated 30/12/2013 for quashment of these illegal promotions in SWP No 2361/2013 and CMP No 3831/2013, have not been implemented for the reasons best known to the authorities.
