Why Govt is not banning news agencies projecting Afzal as hero?

Jammu, Feb 8: As restrictions have been imposed in some parts of Kashmir keeping in view the second death anniversary of parliament attack convict Mohammad Afzal Guru as a precautionary measure but why authorities are shying away from banning certain social networking sites and so called news agencies describing Afzal Guru as their hero.
Certain social networking sites like J&K News Service @JKNewsService, Zainagar Sopore, Sopore News Update @SOPORE NEWS are openly involving in projecting parliament attack convict Afzal Guru as hero of Kashmir to provoke the Kashmiri youth as the same may lead to a law and order related problem in the Valley. While the J&K News Service @JKNewsService is seeking public response on social networking site Twitter over How many likes for Afzal Guru.http://fb.me/20txBCGyn another agency titled Zaingair Sopore is showing the letter of Afzal Guru Zaingair Sopore 23 mins · Shaheed Afzal Guru's letter. With this, the facebook pages of these agencies are full of images and slogans on the life of Afzal Guru-the parliament attack convict who was hanged by the UPA government on February 9, 2013 in Delhi's Tihar jail for his role in the attack and Maqbool Butt who was hanged on February 11, 1984 in Tihar Jail in New Delhi after his conviction on two murder charges.
