| Pvt Secretary DG AT transferred after 27 years | | Another feather in Guv's cap | | Early Times Report
Jammu, Feb 19: Finally the tainted Private Secretary to Director General Accounts & Treasuries (DGAT) who has been allegedly involved in all the corrupt practices in the DG Accounts & Treasuries office has been transferred after a long gap of 27 years from the said office following a complaint was filed before the Governor.
Almost two years ago the matter was exposed through an RTI query which made it clear that the officer had not been transferred from the DG AT office from more than 25 years. The said Officer Sandeep Padha was appointed as Junior Stenographer in the year 1984 in the office Director General of Accounts & Treasuries (DG AT) from that day he was not at all transferred from the said office from kept working on same desk of the office in spite of getting several promotions. After investigations using RTI as a tool Early Times found that said officer had also illegally drawn his salary against the post of Private Secretary and Principal Private Secretary and as per our reliable sources both these posts do not at all exist in the Department of Accounts & Treasuries (DGAT) . In addition to this the documents available with Early Times reveal that the said officer was presently drawing his salary against the post of Senior Programmer. The officer Sandeep Kumar Padha was presently working as Principal Private Secretaryto Director General Accounts & Treasuries (DG AT) but interestingly no such post exists in the Accounts & Treasuries Department and Padha draws his salary against the post of Senior Programmer which is lying vacant since many years in this office.
The documents available with this office obtained under RTI Act clearly indicate that the officer is drawing salary in the pay band of 15600-39100 + Grade Pay Rs 6600 and this pay is being drawn against Senior Programmer from July 2012 till date but interestingly the said officer has drawn his salary against the post of Private Secretary and Principal Private Secretary the posts which hardly exist in the DG AT office. Earlier when asked the Office of DG AT about the reasons for keeping Sandeep Kumar Padha in the office for 25 years and that too on the same table, the reply was as under: "The Officer has been posted in the Directorate of Accounts & Treasuries vide Govt order No: 1354-GAD of 2011 dated 28.11.2011 issued by the General Administration Department in view of the sensitiveness of the Post . The cadre management of the officer rests with General Administration Department".
Now taking serious concern of this issue Government has transferred Padha as the matter was brought into notice of Governor and the officer has been transferred to Govt Engineering College Jammu. |
