60 km Ranbir Canal chokes, thanks to I&FC inaction

Jammu, Feb 22: Despite having Water Resources Act, 60 km long Ranbir canal is fast becoming a hot bed for waste disposal and the enforcing department Irrigation and Flood Control department yet has failed to implement in it.
Sources informed Early Times that Ranbir Canal which was the only source of irrigation in water scarce agricultural land in three Tehsils of Jammu district including Jammu city, RS Pura and Bishnah but the new law on the water resources; which was enacted by the Government about five years ago, has not come to its rescue so far.
They further said that according to water resources act, 2010 (Chapter- x11, section-156, sub section-f) of the state Government strictly prohibits disposal of solid waste and sewage into any water source. The violators shall be liable to punishment which could be imprisonment for one year or a fine of about Rs 10,000 or both.
"In spite of legal provision to ensure clean waterways, the pollution level in the canal especially in the city, is fast increasing", they said, adding that the waterway has turned into a sewerage nullah near Nai Basti and Digiana Puli, Shakti Nagar, Ploura, Bhagwati Nagar and Rajinder Nagar areas.
The canal in Nai Basti and Digana Puli area is always flooded with waste material such as polythene bags, thermo-coal sheets, Plastic.
Ram Dass a resident of Digiana said that due to lackadaisical attitude of department concerned, violating the provisions of laws is a commonplace among the residents.
He further said that if strict action was taken against a few violators, no one will dare to throw garbage into the canal but surprising department has done nothing and the violators continuously throw garbage into the canal.
"At one hand department established many parks on left and right side of canal but it is useless because foul smell emanates due to garbage dumped there. Besides causing nuisance to the morning walkers, the increasingly growing pollution and garbage dumping in the canal bed means lesser water for the farmers in distant places every summer", another resident said.
Rajesh Mahajan, a small scale farmer in RS Pura said the residents of city treat canal as sewage nullah, have no idea that the canal provides water to farmers. The canal water brings with it solid waste and unbearable stench emanating from it, to our farms.
Mahajan further said that the shopkeepers and residents of Nai Basti, Digana and its adjoining areas dump all their discarded and waste materials in the canal which obstructs the free flow of water. As a result of it, we get inadequate water supply and have to spend extra hours in the fields to ensure that crops are watered properly.
When contacted, Chief Engineer Irrigation and Flood Control, Hemchander Jerath said that the department has issued notice few days back, if anyone found dumping waste in Ranbir canal that was punished according to act.
"Previous year many challans have been filed by the department against those who were found dumping waste in canal. If you want accurate data then call me on a working day", he said.
