Tampered record of class IV appointments goes missing | CEO Kishtwar denies information to RTI applicant | | Asif Iqbal Naik Early Times Report Jammu, Feb 26: In a much publicized case of 'Irregularities' in Class- IV appointments in Education Department Kishtwar, the record pertaining to these appointments goes missing from the office of Chief Education Officer under mysterious circumstance, thus putting all the concerned officials of the department including the CEO on tenterhooks as he fail to provide the details pertaining to the issue to an RTI applicant who seeks details pertain to the notification and the applicants applied for the job against these class IV posts. As per the details available with Early times, while making an attempt to dispose of the RTI field by one Touseef Iqbal Butt son of Mohammad Iqbal Butt resident Semna colony Kishtwar, incumbent CEO Vinod Kumar Soni write a detail letter to his predecessor Rajinder Singh seeking information from him pertaining to whereabouts of the record seek by the RTI applicant in his RTI. Incumbent CEO vide letter No. CEO/K/15/24879-83 dated 21-2-2015 asked the outgoing CEO to submitted the details of selection list of class IV which was published in 2014 in education department and also to provide an information regarding number of application forms which was submitted by the aspirants while applying for the 37 class IV posts which clearly suggested that the record pertains to these appoints was not available in the office of CEO and has gone missing under mysterious circumstances. The same can be gauged from the inquiry initiated by DC seeking probe against the then CEO under order No: DCK/ADM/14/4539 and dated no: 29-01-2015. In his inquiry order DC, Mohammad Javed Khan has mentioned about the 'irregularities' in the selection process of class IV wherein one Rehana Banoo was not appointed despite falling into merit list, which was directed in reference of High Court. "The case of Rehana Banoo was further referred to then CEO to explain his position on the appointment of other candidate by superseding meritorious candidate" read DC Kishtwar order, added that in a final selection list, the then CEO allegedly reversed the earlier selection list and issued order of Rehana Banoo, claiming earlier one to be issued with typo error. The issue did not stop here, but after receiving more such complaints, DC constituted a three member committee under the chairmanship of Additional District Development Commissioner (ADDC) Avtar Singh Chib and the committee after verifying records found more cases of irregularity in the selection process. The committee in its report also mentioned that the then CEO did not cooperate with the committee in formulating proper records of the candidates, who had applied for class IV posts. "The then CEO concealed the name and other record of several candidates, who had applied for the said post, due to which the committee could not conduct detailed enquiry" said DC while referring to committee report and also apprised the Director School Education Jammu and Commissioner Secretary to Government education department about the critical nature of the case seeking partial probe against the said CEO, who was found accused of promoting irregularities in the selection process, during preliminary investigation. While talking to Early times, RTI applicant Touseef Iqbal Butt said that CEO fails to provide information till date, beside also fails to register an FIR against the officer or officials responsible for misplacing of official record. He said that in case the education department fails to trace out the missing record, he will move to court for registration of an FIR against the education department officials responsible for misplacing the official record with ulterior motive to save its skin and put the wrong doings under the carpet. |
