DC Jammu in dock, had transferred 90 Revenue officials | Government puts transfer orders of Patwaris in abeyance | | Asif Iqbal Naik Early Times Report Jammu, Mar 27: Taking cognizance of the alleged misuse of power by Deputy Commissioner Jammu, Ajit Kumar Sahu, Government on Friday put the transfer orders of around 90 Patwaris in abeyance. Sources told Early Times soon after the Revenue Minister Javed Mustafa Mir asked the concerned Deputy Commissioners to send all the concerned Patwaris to their parent districts, the DC Jammu utilized the opportunity fully and ordered a major reshuffle of Patwaris in the district thus defeating the very purpose of why the Minister had asked the DCs to shift the Patwaris to their parent districts. Sources said that soon after the new PDP-BJP dispensation took over the reins of the state the Revenue Minister Javed Mustafa Mir and his deputy Sunil Kumar Sharma realized that transfer of Patwaris had turned into a "big money spinner" during the ousted NC-Cong regime. "Both the ministers decided to shift all the outside Patwaris to their respective districts to overcome the shortage of staff in the peripheral areas and put an end to transfer industry in the department," said a source. Both the ministers directed all the concerned officials to maintain sanctity of the transfer policy applicable in the settlement organizations. "The DC Jammu threw norms to winds and ignored the directions of both the ministers and reshuffled the Patwaris as per his own will and whim," said a source. As per the details available with "Early Times" the DC Jammu vide order No. DCJ (Adm)113 of 2015, endorsement No. 541-Rev-Adm-MF-18-2014-15 dated 25-03-2015 had transferred the Patwaris and justified it on the grounds that the posts of settlement Patwaris have been abolished for making new administrative units functional and the same falls in his jurisdiction, beside it was further stated that due to shifting of the Patwaris to their native districts, the posts have fallen vacant. However, Mohammad Afzal (IAS) Secretary to Government Revenue Department vide government order No. 64 of 2015 vide endorsement No. Rev/NG/93/2015 Dated 27-03-2015 kept the transfer and posting order of Patwaris issued by the DC Jammu in abeyance. It is worthwhile to mention here that during settlement, the Commissioner Survey and Land Records has the power equivalent to Divisional Commissioner and the settlement Officer that of the District Collector and Deputy Commissioner cannot transfer the Patwaris without approval of Settlement Commissioner or the Settlement Officer. However, even in the interest of settlement work, the Regional Director is authorized to shift the Patwaris even outside district in their respective jurisdiction. A group of Patwaris while talking to "Early Times" appreciated the government action and exuded hope that the department under the leadership of both the revenue ministers would definitely witness a change. |
