Govt blames climate for poor industrial growth in JK | Of 26,850 units only 186 sick units | | Asif Iqbal Naik
Early Times Report Jammu, Mar 28: The government of Jammu and Kashmir in its written reply to AQ No. 881 of MLA Jammu East Rajesh Gupta, stated that the main reasons for poor growth of industrial sector in the State is due to adverse climatic conditions, added that in addition, the department is in the process of finalization of industrial policy 2015 wherein various additional incentives are being proposed for the industrial growth in the State. Besides, the registration is also being made online so that the procedural delay is curtailed. Clearances under Single Window Clearance mechanism shall also be decentralized to Directorate and District level. As per the details available with "Early Times", 26,850 Industrial units exist in J&K and only 186 are sick. Even though the growth of Industrial sector since 2002 has doubled, but the result are poor. In 2002 there are 16091 Industrial Units and the number increased to 20237 in 2008. In reply to the question MLA sought the reasons for poor growth of Industrial Sector in the State and the steps being contemplated to promote the same, Incharge Minister, Industries & Commerce Department in its reply through Under Secretary Government Industries & Commerce Department stated that the main reasons for poor growth of industrial sector in the State are adverse climatic conditions; disadvantageous geographical location/away from the mainland and main markets; deficiency in infrastructure (non-availability of uninterrupted power supply and poor road connectivity); shortage of industrial estates; difficulties in the flow of credit by Banks/financial institutions; and Lack of skilled man power. The government reply said that the department is contemplating various measures for boosting the industrial sector in the State which include creation of land bank/ new industrial estates; retrieval of un-utilized land in various industrial estates; simplification of procedures for the speedy sanctioning/disbursal of incentives; Effective coordination with other Government departments for grievance redressal of industry related issues like NoCs, tax related matters, power related matters etc.; optimal utilization of forums like SLIIC Sub Committee, State Level Bankers Committee (SLBCJ and Empowered Committee on MSME for easy flow of credit to the industrial units. In order to identify the units that turned sick due to militancy, the Government of J&K vide Order No. 47-IND of 1999 dated 10.02.1999 constituted a State Level Revival Committee (SLRC) with the terms and conditions that the incentives be given only to such units which are potentially viable, where the promoters undertake to restart the business and where the track records of promoter is not adverse at the refinance/survey stage, the financial institutions/banks be consulted. Moreover in 2013, the State Government constituted a sub-Committee to conduct fresh survey and ascertain the present viability of all the sick units. Following government directions, the committee inspected the units and found 104 potentially viable units out of 184 units of Kashmir Division and 03 units out of 89 units in Jammu Division. Accordingly, these cases were placed before State Level Rehabilitation Committee (SLRC) meetings on 01.07.2014 and 30.10.2014 respectively wherein the committee cleared 85 cases for revival/rehabilitation program including 22 earlier sanctioned cases which required revalidation. |
