Commissioner Secretary Agriculture violates norms, keeps GAD in dark | 'Ineligible' officer is Director Sericulture | | Asif Iqbal Naik Early Times Report Jammu, Mar 28: In a brazen violation of rules and regulation an ineligible officer who has neither qualified KAS or IAS, a Professor at Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST), has been holding the post of Director Sericulture for past six months. According to the details available with "Early Times", a junior ranked officer in SKUAST Dr Farooq Malik is holding the post of Director Sericulture since 24-10-2014, the order for which was issued by Dr Asgar Hussain Samoon (IAS), Commissioner Secretary to Government, Agriculture Production Department. Sources said that Malik managed to get the top post due to his close acquaintance with a top bureaucrat and a politician and he managed to keep the General Administration Department (GAD) in dark about his appointment. Malik was appointed as Director Sericulture vide order No. 214-Agri of 2014 dated 24-10-2014 vide endorsement No. Agri/Seri/6/2011 Dated 24-10-2014 dully signed by Deputy Secretary to Government, Agriculture Production Department. The Commissioner Secretary to Government, Agriculture Production Department while issuing the order did not refer the case of appointment of Dr Farooq Malik to GAD, the legal custodian of carder management of KAS/IAS rank and equivalent posts in Jammu and Kashmir. The Commissioner Secretary issued the appointment order in his own capacity in violation of government norms. " Dr Malik would look after the charge of the post of the Director, Sericulture Development Department J&K, till regular arrangements are made by the government" reads the subject of the controversial order No. 2014-Agri of 2014 issued by Commissioner Secretary to Government, Agriculture Production Department. The copy of the order of continuation of services of Dr Farooq Malik was also sent to private secretary to the then Minister for Agriculture Ghulam Hassan Mir for information to the minister. Sources informed the "Early Times" that Dr Farooq Malik enjoyed the blessings of former Agriculture Minister and in a planned manner he was first appointed as Additional Director Sericulture Kashmir on deputation and later was posted as Director Sericulture which is the post to be filled in by the senior KAS or by an IAS Officer. The sources added that the deputation of Dr Farooq Malik from SKUAST was also made on non existing grounds, beside the department did not advertise the post for inviting the officers on deputation. The callous approach of the previous government could be gauged from the fact that several cabinet meetings were held since the day Dr Farooq Malik was given the coveted post but he was not replaced despite the fact that huge chunk of IAS Officer and 1999 batch KAS officers are awaiting adjustment. It is pertinent to mention that J&K State is predominantly an agrarian economy with about 80% of its population engaged in agriculture and allied sector and Sericulture Industry is of very old origin created in 1889 under the monopolistic control of government to promote silk industry in the state that has given name and fame to the state worldwide. |
