Pay GP fund or DG Accounts and Treasuries appear in person: HC | | | Jammu, Apr 24 (JNF) : The high court today came to the rescue an employee whose GP fund was withheld by Director General Accounts and Treasuries on the pretext of financial crunch and directed him to pay the fund failing which he would have to appear in person to explain his position. This significant direction has been passed by Justice TashiRabstan. Mangat Ram Sharma's counsel submitted before the court that in terms of Order No 1192 dated 07.03.2015, sanction was accorded to the withdrawal of GP fund in his favour of the petitioner, but despite that the same was not being released in his favour by the respondents for the last more than one and a half months on ground of financial crunch and that too when the same is the hard earned money of petitioner saved by him to cater to his need in difficult times. It was contended that the GP fund was the hard earned money and personal property of every individual employee and not a bounty, therefore, cannot be used by the government for any other purpose. It was also contended that the employees of Central Government generally get their GP fund released on the same day they apply but the state government employees were being harassed to get their own amount. It was also brought to the notice of the court that there were a number of state government employees who were not getting their GP fund only because of the fact that Director General Accounts and Treasuries had withheld the same on the pretext of financial crunch. But, the fact of the matter is the respondents were releasing GP fund only by adopting pick and choose method to favour certain class of employees, the counsel submitted. |
