SVO's slackness encourages officials, crime graph rises | | | Javaid Naikoo Early Times Report
Srinagar, Apr 27: Even as the number of crimes committed by government officials has increased, most of the cases registered by the State Vigilance organization (SVO) since 2011 are still under investigation. According to details, total number of cases registered by the state vigilance organization in Kashmir Province since 2011 is 150 and in 127. However, according to SVO website, the number of cases has increased in both the divisions. It is 25 and 19 cases respectively till date which is highest in number in four months time period compared to previous four years. The details reveal that out of total 150 cases registered by the state Vigilance organization since 2011 across the Kashmir, 116 are still under investigation and likewise in Jammu Province out of total 127 cases registered of various nature in various government and semi-government departments, 109 are still under investigation. In both Jammu and Kashmir divisions of the state, all the cases registered during 2014 which is 44 in Kashmir division and 35 in Jammu Province are still under investigation, besides all the 25 cases of current year 2015 registered in Kashmir and 19 cases of Jammu division registered till date are also under investigation. The details reveals that in Kashmir Province, vigilance organization in 2011 registered total 28 cases out of which 14 are still under investigation, in 2012 organization registered 34 cases out of which 17 are under investigation, in 2013 it registered 19 cases and 16 are still under investigation, in 2014,total 44 cases were registered and all 44 cases are still under investigation and in current 2015 till date, 25 cases of different nature have been registered by organization and all 25 are cases under investigation. Likewise in Jammu Province, state vigilance organization in 2011 registered 28 cases out of which 17 are still under investigation. In 2012 total 28 cases were registered and so far 22 are under investigation, in 2013 total 17 cases were registered out of which 16 are still under investigation. In 2014 organization registered 35 cases and all 35 cases are under investigation and in 2015 all the 19 cases registered till date are under investigation. In most of the cases nature of crime mentioned against the cases registered by state vigilance organization includes bungling/misappropriation of funds during execution of works, disproportionate assets beyond known source of income, illegal appointments in various departments, people caught red handed while demanding and accepting bribe from complainants, misuse of official positions, illegal allotment and land grabbing etc. Pertinently following the leisurely attitude of state vigilance organization to solve the cases registered and book the people accused, in many government departments in which vigilance organization has registered cases in 2011 against the then concerned authorities for illegal recruitments, as per details available process of illegal recruitments has not decreased in such departments but has significantly increased since then and people accused are getting promotions one after another. |
