Payment allegedly drawn against non-existent works under MGNREGA | Budgam DC, RDD Director yet to initiate action.......................... | | Early Times Report
Budgam, May 2: After the alleged embezzlement of more than Rs 20 lakh under Nirmal Bharat Abhiyaan (NBA) earlier called Total Sanitation Campaign, the Khansahib BDO office in Budgam district is again under scanner as payment amounting to more than Rs 25 lakh has allegedly been drawn in lieu of the works which do not exist on ground. These works were executed under MGNREGA in Dreygam village of Khansahib block. The alleged NBA scam on which Early Times carried a detailed report a few days back was also related to Dreygam. The information received under RTI by some locals of Dreygam has exposed an alleged multi-lakh scam related to the release of payments in favour of non-existing works in the village. The documents available with Early Times reveal that an amount of over Rs 6o lakh was released during financial year 2013 -14 for executing various works under MGNREGA in panchayat halqa of Dreygam Khansib block. "As per the official information and documents available with us, the BDO office Khansahib claims that Rs 8.12 lakh have been made available for construction/upgradation of a road from Dreygam to Shumnag and Dembal villages. Out of Rs 8.12 lakh, a payment of Rs 4.63 lakh has already been made and rest of the bill is ready but can the concerned BDO, ACD Budgam or even Deputy Commissioner Budgam come and show us where is this road?" asked Ghulam Ahmad Naza while talking to Early Times. The official information reveals that several lanes and drains have been constructed in Dreygam but the actual locations have not been shown and if somebody argues about locations , the sarpanch or Panchayat Secretary (VLW) will show them all the drains and lanes which have been constructed many years back and payments are made against such fake works, locals alleged. An amount of Rs 4.15 lakhs has been shown spent on these lanes and drains and locals say that during 2013 no such work was executed in the village. In addition to it, an amount of Rs 3.94 lakh has been shown spent on construction of a protection bund in Malik Pora Peth Dreygam but locals claim this bund exists nowhere in Malik Pora. Information also reveals that an amount of Rs 3.50 lakhs has been shown spent on construction / development of road from Arampora Dreygam to Frestwar but for the same work an amount of Rs 5 lakhs was drawn from state exchequer during financial year 2009 -2010. For the development of road from Arampora to Shumnag an amount of Rs 4.63 lakhs has been estimated to be spent and out of which half the payment has already been made in favour of Panchayat Secretary and Sarpanch but locals alleged that this road like other works exists nowhere on the ground. " We have brought this serious issue of corruption and financial mismanagement to notice of Chief Minister, Rural Development Minister and all the documents have been sent to them via speed post on their official addresses at civil secretariat, Jammu, more than a month back but till date we haven't heard anything from them. In addition to it, we raised this issue with DC Budgam, Director Rural Development Kashmir, ACD Budgam and SDM Khansahib but they took no action at all " said Farooq Ahmad Baba of Dreygam. |
