New Admin units face of previous Govt's failure | | | Peerzada Ummer Early Times Report
Srinagar, May 2: The broken promises of the national conference came to fore in terms of the functioning of the new administrative units. As the party tried to lure voters by announcing these units amid paucity of funds in JK, proper functioning of the units remains a distant dream. The much hyped new administrative units have to be run in rented accommodation and the creation of infrastructure is being taken up in a phased manner. Reports received by Early Times this newspaper informed that the newly created administrative units in Jammu and Kashmir are being made functional by way of arranging official accommodation either on rent basis or existing government buildings are being utilized in areas of the state wherein new units have been announced. The previous government had stated that the posting orders of Sub- District Magistrates (SDM) are being issued in the near future. So far no such action seems to have been taken. State's revenue department had said that the process for making the new units functional has already been started and 'almost' all the newly created Tehsils and Nayabats have been provided with Tehsildars and Naib Tehsildars. Over the financial implications for the establishments of these newly units in the state, the government had claimed that so far 1140.21 crore rupees would be required for the creation of the permanent infrastructure and around 105 crores are required only on account of salaries and other office expenses annually. The revenue department maintained that the creation of permanent infrastructure shall be made in the phased manner. On July 16, the state Cabinet here approved the creation and operationalization of New Administrative Units viz 46 Sub Divisions, 135 Tehsils, 177 C. D. Blocks, 301 Niabats and 2576 Patwar Halqas. It at that time also approved the creation of 5860 posts out of which 181 are under Gazetted category and remaining under Non Gazetted category by corresponding adjustment of 2187 posts out of overall strength of Revenue and Relief Department. |
