Transport ministry flourishing: Two months, four transfers and minister jokes “who cares”! | | | A B Sharma Early Times Report Rajouri, July 27: The random transfers of ARTOs through frequent orders by the transport ministry have raised many an eyebrows, but no concerted effort from any quarter has reached to the department to stop the illegal frequency of transfers that has allegedly become an industry. To quote a few examples, one Jugal Kishore , resident of Rajouri has a very conspicuous case wherein the ARTO was transferred as many as four times in two months time sending an information how quick and fast this industry has grown under the leadership of newly incorporated transport minister Abdul Gani Kohli. Jugal was first transferred from Ramban to Doda and immediately after the lapse of fifteen days again transferred from Doda to Jammu. His sojourn again was short-lived in Doda when in another fortnight’s time he was transferred and shifted to Poonch where he stayed for just twenty days when another stricture came his way for his transfer to his parent home Rajouri where he is presently serving as ARTO. Similar is the case of Swarn Singh who underwent two transfers in eight months time while the transfer guidelines for every department is that no person can be transferred before a stipulated time of two and a half years to three years from one place of posting until something adverse is reported against him that may call for his transfer from that particular place. Swarn was transferred from Ramban to Jammu Board where he stayed for couple of months from where again he was shifted to Flying Squad from Jammu Board. Shammi Sharma, another ARTO too was allowed full tenure at Rajori and was transferred to Ramban within 16 months’ time. Neeraj, another ARTO to underwent same agony of transfers as he was shifted from Jammu to Udhampur for some time and later was pushed to Ramban and then to Jammu Board to replace Swarn Singh. Sources allege that such transfers in the transport ministry are being exercised to adjust the blue-eyed associates of the transport minister who in connivance with the high ups is affecting the transfer to harass the normal people to adjust his own close associates. Responding to Early Times query over such frequent transfers, the Transport minister Abdul Gani Kohli present a very comical answer to dismiss the allegation. “When the ARTOs are happily undergoing transfers from one place to another, why the media is feeling pinched on it,” was his very precise answer challenging the role of media in digging out illegal exercises. |
