Childcare ward established in unsafe building, Govt in slumber | RTI activists digging the truth out at District Hospital Gbl | | Early Times Report
Srinagar, July 27: Contrary to the claims of the helmsmen of ensuring quality healthcare to the people of the state, neonatal care unit in centre Kashmir's District Hospital Ganderbal has been established in such a building which was declared unsafe by the fire and emergency department. Such bizarre and open violations of the laid down procedure came to fore when an RTI applicant sought the details and the reasons thereof behind establishing such a sensitive ward without taking in view the safety measures. Early Times has learnt that the hospital authorities provided no reason for such a serious blunder while denying any further information about the issue. Reports informed that a whooping amount of 51 lakh has been spent on the neonatal care unit of the district hospital despite and that no tenders were allegedly passed during the entire process. Aijaz Ahmad, an RTI activist told Early Times that gross violations in the codal formalities were found with no action taken by the state authorities on ground against the erring officials. It was stated further by this RTI activist that money has been embezzled in lakhs within the hospital with no transparent mechanism adopted to keep a check over the expenditure. He said that via the RTI plea, he also sought details of the expenditure incurred out of the total revenue generated by the hospital from 1-03-2014 to 1-03-2015 but surprisingly the obsolete and irrelevant balance sheet was provided while the real expenditure details were hidden by the hospital authorities from the public gaze. There are also reports that the 'pseudo' amounts were shown as the expenditure borne on the blood bank but on ground, no blood bank within the hospital is functional. "Rs 130817 was shown as expenditure incurred on the blood bank but what is ironic indeed is that there is no functional blood bank existent in the hospital," says RTI activist. He alleged further that no tendering process was adopted in the purchase of drugs in the hospital and that blue eyed people were given undue benefits by the helmsmen in the past. Reports informed that later when the issue was brought up before the Director Health Services Kashmir, he assured timely action into the matter at an earliest. "I will go into the depths of the issue and if anyone is found guilty, action will be taken as per the laid down rules," Director Health was quoted by the reports earlier. However, action continues to remain a distant dream with no inquiry into the issue ordered so far. |
