GAD orders limited to four walls, not implemented in letter and spirit | DDO powers continue to be denied to AOs of LA, LC | | Jehangir Rashid Early Times Report SRINAGAR, July 27: The orders issued by the General Administration Department (GAD) from time to time have not been implemented in letter and spirit. This leads to the impression that many a slip between the cup and the lip with the implementation part missing of the orders issued. GAD issued an order more than two weeks back with respect to the delegation of drawing and disbursing powers to the Accounts Officers and Chief Accounts Officers in the state. However, the order has not been implemented by all the departments with the concerned officers found wanting in carrying out their professional services. "In order to ensure proper financial discipline and budgetary control over the expenditure, it is hereby ordered that wherever Accounts officers/Chief Accounts officers are posted, the drawing and disbursing powers of that office / institution shall invariably be exercised by them," reads the Government Order No. 118-F of 2015 dated 10.07.2015. The order further reads that in case the administrative department has delegated the drawing and disbursing powers to some other officers other than Accounts officer/Chief Accounts Officer, the same shall be deemed to have been withdrawn and delegated in favour of the said Accounts officer/Chief Accounts officer. "The Treasury officers will not entertain any bills/other instruments of payment in case the same are not signed by the Accounts officer/ Chief Accounts officer in the capacity of drawing and disbursing officers wherever such Accounts officer/ Chief Accounts officer is posted," reads the order. Although the order was issued with regard to better functioning and transparency in the departments but the objective has not been achieved in all the departments. Accounts Officers/Chief Accounts Officers of some departments are being denied the powers of the Drawing and Disbursing Officers thus affecting the overall functioning. It has been learnt that Accounts Officers of Legislative Assembly and Legislative Council are sitting idle since the requisite powers of Drawing and Disbursing Officer have not been delegated to them. The delay in this regard has put a question mark on the overall functioning of the Accounts section of both the Legislative Assembly and the Legislative Council. Since the drawing and disbursing powers have not been delegated to the Accounts Officers the salary of the employees of both Legislative Assembly and Legislative Council are sanctioned by the officers who are not authorized to do so. The job of the Accounts Officers is carried out by officials who are not competent and authorized as well to do so. Accounts Officer of Legislative Assembly Bilal Ahmad and Accounts Officer of Legislative Council Arshid Ahmad Lone joined their new place of posting in the first week of July and since then they are not being allowed to carry out their professional obligations. Employees of both Legislative Assembly and Legislative Council have already voiced their concern over the non-delegation of requisite powers to the Accounts Officers. The employees have to consult the Accounts Officer for many financial matters, but since the powers have not been delegated to the Accounts Officers the employees are feeling frustrated. |
