Probe ordered into selection of pharmacists on 'fake' certificates, Govt tells HC | | | Early Times Report Srinagar, July 27: The state government has ordered a time-bound inquiry into the allegation made in PIL that Director Indian Science of Medicines (ISM) issued 'fake' certificates leading to the selection of hundreds of pharmacists in 2008. As the hearing in the Public Interest Litigation begun before a division bench of Chief Justice N Paul Vasathakumar and Justice Hasnain Massodi today, Advocate General Jahangir Iqbal Ganie produced an order issued by secretary to government, Health and Medical Education Department, regarding the constitution of the enquiry committee. With Joint Director Planning, Madan Lal, as chairman, the three member panel has been asked to conduct an enquiry into the "facts" and submit report within a week, enabling the Department to file detailed reply in the PIL. After the government furnished the order, the division bench of the court adjourned the matter till August 10. The petitioner, Abdul Rashid Tantray, has submitted in the PIL that Director ISM in connivance with the top officials of the Directorate of ISM in 2008 allegedly issued fake pharmacists diploma certificates to nearly 400 candidates, who got jobs under NHRM scheme. He pleaded that the certificates have been issued without making proper selection for training course of pharmacists. In 2008, a list of 994 candidates was illegally nominated through backdoor means by the ISM Directorate for undergoing "Dawasaz" training, he said. After a complaint was filed by some aggrieved candidates, the Government cancelled the list vide an order (No: 121 HME (GR 0f 2008)) on 17 October 2008. Subsequently, the backdoor selected candidates filed a petition in High Court which was dismissed with a direction to the Government to expeditiously frame and formulate the norms and procedure for making nominations for undergoing Dawasaz (pharmacists) training course. The Director ISM, the petitioner said, again violated the Court orders and issued diploma certificates to people without any training institute established in J&K. |
