So far not a brilliant record for PDP-BJP coalition rule | | | When the PDP Chief Mehbooba Mufti,stated the other day that the PDP-BJP coalition Government was committed to bring a qualitative improvement in the lives of people but the efforts of the Government were being slowed down because of the difficult legacy the PDP inherited from the National Conference-Congress regime, she was trying to hold the previous Government responsible for all the ills that the state is faced with. She is right when she said that the last Assembly election had thrown heavy responsibility on the shoulders of the PDP led coalition Government. She is not totally wrong when she stated that the previous regime led by National Conference ha d "left the State in a terrible mess and the present Government has not only to undo the damage done by that regime but mark a new beginning, with a fresh resolve, on political, economic and developmental fronts. In support of her contention Mehbooba has cited the latest report of the Comptroller and Auditor General (CAG) that how the previous regime ha d left around 300 developmental works worth Rs 1500 crores unfinished .And she claims that this revelation is a tip of the iceberg. Hundreds of school buildings, roads, water supply schemes and other projects were taken up and left midway by that regime just to fill the coffers of the politco-contractor nexus that was rampant during that period. It is her charge that too being strengthened by the CAG report.She has alleged that even the salaries of the government employees had been diverted to make this politco-contractor flourish . Well it cannot be disputed that the state of Jammu and Kashmir is faced with difficult political and economic situation.Even the security scenario is more difficult than the economic situation. One has to admit it that if the state is faced with severe political,economic and security problems they are not all the result of misgovernance or poor governance administered by the previous NC-Congress coalition Government that got full six-year tenure to indulge in various misadventures.Most of these difficulties have been the product of 25-year long Pakistan sponsored militancy.It can happen to any country or to any state when peace gets derailed there can be no scope for progress and development. There is a close nexus between peace and progress.And if the state is faced with a difficult security scenario it is the result of the machinations of militants,conflict on the LoC and the IB on account of ceasefire violations by the Pakistani troops and as a result of intrigues by the separatists in Kashmir. Hence it may not be totally plausible if one hold any mainstream political party responsible for the mess. Yes, poor governance,witnessed during the six-years of Congress-NC rule, had actually aggravated these difficulties. Had previous Government emphasized the need for proper utilization of funds sanctioned for various development projects the economic situation may have not worsened by now. Yes,the PDP-BJP coalition Government has inherited a difficult legacy but what has the coalition Government achieved during the last over six months ? Has, during the last over six months of PDP-BJP rule,the wheel of development moved faster than what it used in the previous Government ? Certainly not. There is unrest in the entire state. The PDP-BJP coalition Government had made people to believe that it would resolve the problem of regional discrimination and unemployment.It has failed on both the fronts. The central Government too is held responsible for the current mess in Jammu and Kashmir. Those who hold this view argue that during the last six months the centre has not sanctioned any hefty financial package for the state. In the absence of such a package the coalition Government finds it difficult to tackle energy crisis,unemployment and delay in the release of monthly salary to the employees. Those affected by floods in September 2014 were awaiting help from Modi it has not come. Those waiting for AIIMS for Jammu final decision and clearance is awaited from the centre.Well if the PDP leadership blames the coalition with the BJP for poor performance it is wrong because the BJP ministers and leadership have been playing the second fiddle to the PDP.Let the PDP leadership stop playing to the gallery and initiate measures for promoting political economic and security scenario in the state. |
