Work on 1000 MW Pakal-Dul Power Project delayed for last seven years | | | Early Times Report KISHTWAR, Aug 28: The failure of State Government to take up the construction of 1000 MW Pakal Dul hydro-electric in hand has generated a lot of public resentment. The construction of the project would have not only helped in improving the power supply in the State which is facing acute power crisis but also boosted its economy by generating employment opportunities for the people. The work on this much talked about Pakal-Dul power project has not been started since 2007 though the then Government had announced to take up the project at an earliest to better the power generation in the State and improve the economy of the people in this hilly belt as the project can help in employment generation to a great extent. However eight years have passed since then but the work on the project has not been started due to lack of coordination between various government agencies to be entrusted the work of the project. According to sources the project is a joint venture of NHPC, JKSPCC and PTC but due to lack of coordination among these three organisation the construction of the project has been delayed for years together. Sources said that NHPC is willing to start the execution of the project but the JKSPDC which has 49 percent share in it has not so far appointed the two directors in Chenab Valley Power Projects Limited a joint venture so that the CVPPL could be able to take some decisions in order to carry out the execution of the said project. Sources said since 2007 crores of rupees have been spent on the project but no work on ground has been taken up. It may be worth to mention here that monthly more than rupees two crores are being drawn on the name of salaries , rent of offices at Jammu and Srinagar , fuel for vehicles ,TA/DA and other stationery charges in respect of CVPPL joint venture which is direct loss on State exchequer, sources added. Sources said the Minister of State for PWD Sunil Sharma had promised that the work on the project will be started this year but nothing has been done so far. The eight months of 2015 have also passed but the chances of starting the work on the project are nowhere in sight sources added. The senior Congress leader Shamsher Singh Bhandari who is also the member of Civil society Kishtwar said constant delay in starting the work on the project has revealed that the State Government's claims on development are totally hollow. He said the decision to start the work on the project was taken by then Chief Minister Ghulam Nabi Azad in 2007 to boost the power generation in the State and improve the economy of the people. But later the Government failed to pay attention to this project and its fate is hanging in balance. Meanwhile Chinar Power Projects Workers Union District Kishtwar chief Joginder Bhandari has urged the Government to take up the work on this giant power project in hand as early as possible. Bhandari has made an appeal to both Central and State governments to take up the work in hand at an earliest as further delay will put a State to lot of loss. He also criticized Sunil Sharma for his failure in keeping the promises made with the people of the Kishtwar that work on the project will be started by this year. |
