E-Governance through favourites, DIT style | | | Early Times Report Srinagar, Aug 30: The Department of Information Technology (DIT) and its allied agencies in J&K which are in the dock for several financial mismanagement s and other irregularities and is now being accused of appointing some unqualified people as project Managers for its E-Governance Agency (JAKEGA). The details available with Early Times reveal that two project Managers who were appointed on contract basis many years ago are not qualified for the post and their appointment is sheer violation of civil service appointment rules and regulations. Sources say that contract agreement of both the contractual employees has already elapsed and they continue to hold the official position in violation of regulations governing the said contractual appointment. It is learnt from reliable sources that contracts of one Imran Sufi & Saima Mir have not been extended by the authorities due to the fact that their personal record got missing from the departmental records as both of them did not possess required qualifications and experience desired for the position advertised. Saima who has completed her BE in Oct 2006 claimed that she has working experience of 7 years then required for the post until 31.08.2012 . This was all fabricated and in reality the post was supposed to have MBA as required qualification . Whereas Imran Sofi also misrepresented the facts by pretending to be PG in Business Management (PGDBM) whereas he is PG in Business Admin (PGDBA) which are two different qualifications . During that time many candidates also had PD diploma in Business Administration but they did not apply for the said post as the requirement for the post of Project Manager was PG diploma in Business Management. The said blue-eyed candidate was given full marks in Engineering qualification as he deserved less points (marks) because his accumulative percentage was not considered. Because of these blue-eyed candidates many qualified candidates were rejected at the time of interviews/ short listing in 2012 and they did not get a fair chance during selection process. The Jammu & Kashmir e-Governance Agency (JAKEGA) vide Notification No. 10 JAKEGA of 2015 dated 24-06-2015 has again notified positions for Project Managers, Managers IT, Analysts IT, Analyst Finance and Computer Operator for which the last date of receiving the application forms was kept as 15-07-2015 and it is learnt that Hundreds of eligible candidates have applied for the same but the IT department is not taking cognizance of the same and simply ignoring them. In this notification, these positions required higher qualifications (M.Tech) than they have possessed. As expected, these blue eyed Project Managers are again using their High-Profile contacts and got a corrigendum issued on 09.07.2015 to the same notification just to make changes in the required qualification. This is done to favour the already appointed project managers who have less qualification than what was decided prior to the issuance of corrigendum. The last date was also extended upto 31.07.2015. "The JK E-Governance Agency (JAKEGA) is fully determined to appoint the same project managers who have already been appointed on contractual basis many years back. If this was their sole aim , why did they advertise the posts and asked unemployed youth to pay Rs 500 as form fees " said Ishtiaq Ahmad a MBA pass-out from University of Kashmir. |
