I&FC bypasses AIBP guidelines, raises development cost in 89 schemes arbitrarily | Irregular selection of schemes | | Arun Singh Early Times Report
Jammu, Aug 30: Flouting the programme guidelines incorporated under Accelerated Irrigation Benefits Programme (AIBP), the Irrigation and Flood Control Department allegedly raised the development cost of scheme per hectare to Rs 2.50 lakh which was actually less than Rs 1 lakh per hectare and that too after selection of schemes. Sources told Early Times that AIBP guidelines envisage that MI schemes which are approved by the State Technical Advisory Committee (TAC) are eligible for funding under the programme provided that the development cost of the schemes per hectare is less than Rs 1 lakh and that the individual scheme should benefit at least 20 hectares. "But the development cost of 89 schemes including 69 of Jammu and 20 of Kashmir were sanctioned prior to the year 2013-14 in nine divisions including Irrigation Division 1st Jammu, Irrigation Division Akhnoor, I&FC Rajouri, I&FC Poonch, I&FC Doda, I&FC Bhaderwah, Irrigation Division Anantnag, Irrigation Division Budgam and IUFC Baramulla, was in excess of Rs 1 lakh per hectare and ranged between Rs. 1.04 lakh and Rs 3.80 lakh per hectare. They disclosed that further four schemes of two I&FC Division Rajouri and IUFC division Poonch divisions did not satisfy the criteria of benefiting irrigation potential of 20 hectares and instead benefitted irrigation potential ranging between 12 hectares and 16 hectares despite incurring expenditure of Rs 1.06 crore on their execution ending March 2014. "Surprisingly these factors of all the hilly States were taken into account in the programme guidelines. The Department reported the cost per hectare which was less than Rs 1.50 lakh with respect to irrigation potential i.e. Rabi and Kharif," they added. The fact of the matter was that as per the programme guidelines the development cost per hectare was less than Rs 1 lakh per hectrare which was raised to Rs 2.50 lakh per hectare in October 2013, which was after the selection of schemes, they added. |
