Remove job imbalance in Jammu & Kashmir | | | Though the PDP-BJP coalition Government has completed first six months,its performance in the field of resolving regional discrimination has remained quite poor.Its performance in tackling the problem of unemployment has not been satisfactory because the state Government is faced with severe financial crunch forcing it to either keep several posts in Government departments vacant or adopt inordinate delays in filling these vacant posts and in creating new posts as per the requirement of the state Government.What keeps people in the region of Jammu unhappy is the inability of the PDP-BJP coalition Government in resolving 50-year old raw deal that had been meted out,by the previous Governments, to the educated youth of the province of Jammu in the matter of their share in different Government departments, including the civil secretariat.A survey report carried by Early Times has reflected the level of raw deal that had been meted out to the educated youth in the region of Jammu.The unemployment problem in Jammu region has assumed alarming proportions. The unemployment rate in Jammu region, according to official statistics, is over 69 per cent. In Kashmir, it is less than 30 per cent. There are approximately 4.5 lakh employees in the government and semi-government establishments. The share of Jammu region is not even 25 per cent. The number of employees from Jammu region is about one lakh. As for Kashmir province is concerned, the number of employees from this Valley is nearly 3.5 lakh. Similarly, employees from Jammu region as well as Ladakh are conspicuous by their absence in the Civil Secretariat, where the ratio of employees from Kashmir is over 75 per cent . The story of representation of the Jammu youth in the technical and professional institutions, located in Jammu itself, is no different. If there were glaring discrepancy in the ratio of employed youth from the region of Jammu and that of Kashmir in the Government departments,including the civil secretariat, it was possibly the outcome of poor literacy rate between the t wo regions. Since there were adequate facilities for Kashmiri students in educational inst itutions,including professional colleges, the number of educated youth in the valley invariably used to outstrip the number of educated youth from the region of Jammu. Inaddition to this a sizeable section of people in Kashmir had better resources for sending their wards to seek higher education in professional colleges in various states in India,it too helped the valley to have a bigger number of educated youth than in the Jammu region.But the situation has changed during the last two decades.With the rise of militancy in the Kashmir valley the education sector was badly hit forcing many groups of Kashmiri boys to enroll themselves in professional colleges in various states in India. People in Kashmir can afford to bank on tourism, on export of handicrafts, handloom, saffron and on fresh and dry fruit.In short tourism besides export of fresh and dry fruit,handicrafts, handloom from Kashmir generates over Rs.2000 crores a year. However, there is no such major item on which people could bank on its export.A section of people depends on pilgrims traffic to the shrine of Mata Vaishno Devi.Hence providing increased job opportunities to the educated youth from the region of Jammu has become necessary failing which a major chunk of the youth in Jammu region could be lured by anti-social and anti-national elements.Well there has been discrimination between the two regions in the allotment of funds for development projects.However, discrimination in the devolution of political and financial powers between the two regions is a source of anger among a large section of people who,out of frustration demand reorganization of the state with statehood status for the region of Jammu.It is time such voices are silenced and that can be done when the Government is able to undo the 50-year old wrong by ending regional discrimination. It is time for the coalition Government to lay focus on equal opportunities and equal devolution of political and financial powers.Besides this the coalition Government should seek sanction from the Union Home Ministry for raising 10 to 15 additional police battalions which too could help the state in resolving the problem of unemployment.Let the Government initiate measures for increasing private nd Government investment in the sector of industry which alone could provide additional job avenues for the educated y outh and those having some skills. |
