I&C deptt assisting fake units to bag contracts | | | Abodh Sharma

Jammu, Apr 17: Numerous fictitious industrial units in the state, which are existing only on paper to avail government subsidies and enjoy tax holidays, are winning government contracts worth crores on the basis of bogus certifications issued by the department of Industries and Commerce who are allegedly hand in glove with these units. Astoundingly, these units manipulate officers to forgo all checks and counterchecks put in place to conceal their deceit and manage to get certifications of availability of infrastructure, technical expertise and production from the department to win government contracts, even as they do not operate on ground and produce nothing. According to the documents in possession of ET, one M/S Raj Steel industries, Industrial Estate Zainakote Srinagar, registered as an SSI unit manufacturing steel furniture had tendered bid for the supply of hospital furniture to the government agency; the unit was issued a certificate by the directorate of Industries and commerce Kashmir vide letter no. DIC/M&P/Misc/115-16 dated March 18, 2016, certifying therein that the said unit had all required infrastructure and technical expertise to supply the required items ; however, on the conduct of mandatory inspection, it was discovered that the unit had nothing in place and the certificate issued by the directorate was totally frivolous. After the fraud of the SSI and connivance of the directorate of I&C came to the fore, another bidder sent a legal notice to the directorate of I&C through advocate Vipin Gandotra, challenging the certification issued by it in favour of the said firm. Sensing trouble, soon after receiving the legal notice, Directorate of I&C Kashmir, vide communication no. DI&C/RSU/M&P/Misc/119-20 immediately withdrew its earlier letter issued in favour of the SSI unit in question. "I am directed to convey that the said letter (issued in favour of M/S Raj Steel) may be treated as withdrawn ab- initio. "The knee jerk reaction of the Directorate of I&C Kashmir itself is an indication that the letter was issued to the erring unit for ulterior motives" said one of the bidders. Meanwhile, it has come to the fore that the said unit has earlier won government orders worth one crore through Directorate of Health Jammu, while according to the inspecting team, the unit did not even have a molding machine in its premises. "The owner of the unit is close to a junior Minister in the present Council of Ministers and is using his political affinity to hoodwink the system" a source in the ministry of Health and Medical Education said. |
