Mehbooba needs to fix right priorities | | | When she described Jammu and Kashmir as a sensitive state which may not allow the situation to get distracted by extraneous issues Chief Minister, Mehbooba Mufti seems to have stated a fact. The state of Jammu and Kashmir has remained sensitive because of the intermittent problems created by Pakistan and the proxy war that was supported by Pakistan in Jammu and Kashmir right from 1988-89 has turned the state into the most sensitive spot in the country. As such the state does need a special care and treatment from the central Government. Well the central Government has to review the situation from time to time and it may not be possible for the successive central Governments to have a fixed schedule whether on deployment of security forces, or for releasing additional funds and for helping the state to come out of the political and economic morass. It is in this context Chief Minister, Mehbooba Mufti should fix priorities which would help people. It seems that her priorities may not bring immediate relief to people and therefore,needs to review the entire procedure. First of all, she can wait for pressing the central Government on re-opening of Suchetgarh-Sialkot border route for trade and for people to people contact. Yes, this demand has been there among majority of people of Jammu district after the Srinagar-Muzaffarabad and Poonch-Rawalakot routes were thrown open for trade and people to people contact. Chief Minister, Mehbooba Mufti has said Jammu and Kashmir is too sensitive a state for Government of India to afford being distracted by issues which seem to trivialize its special position in the union as she beseeched for special care and attention towards the state. She said her task becomes difficult when certain groups in other parts of India try to challenge the special relationship of J&K with the rest of the country and question the same which is part of the Constitution of India. "Such acts, besides wasting our energy, send negative signals and vitiate the peaceful atmosphere in the state," Mehbooba said while speaking during the annual Joint Conference of Chief Ministers of the States and Chief Justices of the High Courts at Vigyan Bhawan in New Delhi. Mehbooba said people in J&K were nursing "old wounds inflicted by horrific tales of misfortune and tragedy". This, she added, not only escalates a feeling of distrust in the state but also discredits the mainstream parties in the eyes of the voters who put their full faith in their representatives under odd circumstances. Participating in the structured discussions on improving justice delivery system in the country, the Chief Minister spoke about years of political strife in J&K resulting in huge loss of life and property. Yes, if Mehbooba is concerned or bothered about such problems she may be blamed for playing politics. She should fix new priorities.And the first priority is to improve power generation either by building new projects or by security restoring of two major power projects to the state sector which are to be maintained by the NHPC. If Mehbooba fails to either build new plants or secure return of two projects to the state sector, she has then the only alternative to request and persuade the central Government to increase allocation for purchase of additional power from either the Northern or the National grid.Majority of people, especially in the region of Jammu, suffer a lot of inconveniences because of four to six-hour power cuts and that too in the summer season. Second priority for Mehbooba is to resolve the problem of unemployment either by increasing job avenues for the educated youth in the Government offices or by increasing Government and private sector investment in the sector of industry so that the industrial sector could generate additional jobs.The Chief Minister should have separate meetings with the Union Home Minister and the Defence Minister where she could secure assurance from the two ministries for reserving 10 to 15 per cent quota for boys from Jammu and Kashmir. This would help the state to resolve the problem of unemployment and that too if the state Government gets financial support for raising five police battalions per year. |
