Bungling in SRE: CAG expose authenticates ET's reports | | | Early Times Report Jammu, Apr 26: As Comptroller & Auditor General's office (CAG) has exposed J&K Police's role in embezzlement of Security Related Expenditure during 2014 Lok Sabha and Assembly elections, the Government headed by Chief Minister Mehbooba Mufti must initiate a probe into this scam without any delay. Early Times has been filing news reports on this issue from last more than one year and after such a long time CAG's investigation has authenticated the news articles of this newspaper filed on 4.10.2015, 29.9.2015, 4.7.2015, 25.6.2015, 10.2.2016. It was on the direction of Governor NN Vohra that voluntary disclosure of Security Related Expenditure (SRE) was made early last year by few Deputy Commissioners and Police department when the state was put under Governors rule. The Governor had taken serious note of the issue and Deputy Commissioners of Poonch, Ramban districts made the said disclosure through their official websites. As the Governor's rule ended after PDP -BJP Government took over, the new dispensation lead by Mufti Mohammad Sayeed was kept in dark by the babus about making SRE details public. Till date except a few DC's and DGP's office no other department has made these details public. After the voluntary disclosure of Security Related Expenditure (SRE) in Poonch district, the Deputy Commissioner Ramban had also proactively disclosed the SRE details of district via official website with effect from 2012 to 2014. Under SRE from 1990 till 2015 March around 7000 crores have been provided to J&K Government under Relief & Rehabilitation (RR) and expenditure on Police, but the details about the expenditure are yet to be made public by the various public authorities which includes Divisional Commissioner Kashmir / Jammu, Relief Commissioner (Migrants), Deputy Commissioners (except DC Ramban / Poonch) During January 2015 Governor NN Vohra had given direction to all the public authorities to make disclosure of all the security related expenditure (SRE) details. The order was issued by State's Home Department on the direction of Raj Bhavan. Information sought under RTI Act from MHA revealed that more than Rs 500 crores had been spent on SRE under various heads from 2012 onwards in Jammu & Kashmir. The money was provided to Relief Commissioner Migrants, J&K Police , General Administration Department (GAD), Revenue Department , Divisional Commissioners of Jammu / Srinagar under various head like relief for Kashmiri migrants including cash assistance, free ration, construction of two room tenements, ex gratia relief, cash payment in lieu of appointment in Govt service, return and rehabilitation of migrants etc. As the huge money was pumped into J&K with no accountability, Raj Bhavan had directed Principal Secretary Home to make sure the proactive disclosure of Security Related Expenditure (SRE) is made by all the departments, but this order was hardly implemented. Recent scam under SRE reveals that J&K Police department hired more than 6000 vehicles for Parliamentary and Assembly elections in 2014. This has brought 68 SSPs, commandants of Armed battalions and SPs under the scam. These officers according to media reports have shown scooters, motor-cycles, bulldozers, tractors, own private cars, condemned vehicles and Government vehicles hired as taxis and buses and swindled money from the "Security Related Expenditure (SRE)" of Rs 115.68 crore provided by the Government of India. The graft has been exposed by the Central Audit Wing of the Comptroller and Auditor General of India (CAG) during the audit of a sample of nine Drawing and Disbursing Officers (DDOs) who are among 68 DDOs who got over Rs 116 crore from the Police Headquarters for "Carriage of Constabulary and Hiring of Vehicles" under "Security Related Expenditure (SRE)". |
