JMC terminates contract with NGO, takes over animal centre

Jammu, May 27: Terminating contract with the NGO, which was taking care of animal Centre at Roop Nagar, the Jammu Municipal Corporation (JMC) yesterday took over the Centre.
According to documents possessed by the Early Times the Joint Director, JMC on Thursday terminated the contract.
"Whereas, the NGO has failed in performance of its mandate, no proper records have been maintained by the NGO for the grant released by JMC for the month of January and February 2016. On the basis of allegations received from the staff of NGO regarding financial mismanagement, and after conducting a preliminary inquiry into the financial statements submitted by the NGO, it is clear that, there have been many irregularities in record maintenance", JMC order number MJ/ESTT/2095-98 read.
The order further read that there had not been proper hiring of competent manpower by NGO and employee turnover has been huge over the past three months. "As a result working of Centres has suffered badly", the order read.
"In view of the fact mentioned above, agreement between JMC and Save- Animal Value Environment dated 4/12/2015 is terminated with immediate effect", the order read, adding that Municipal Veterinary Officer JMC, is directed to take over both the centres immediately and set in place proper mechanism, so that both the centres are managed efficiently.
"D K Madaan, chairperson of Save (NGO) is directed to withdraw from the functioning of the centres immediately with all its staff and handed over assets, record, medicine, food stock on as is where is basis to MVO", the order read. The Joint Director JMC, further directed the chairperson of the NGO to settle the account with MVO within one week, so that same may be closed.
Meanwhile, sources told Early Times that an anti-graft agency has initiated probe into alleged bungling of funds.
