Docs pick holes in appointment of Principal GMC | | | G S Asgotra Early Times Report JAMMU, Oct 17: Fingers are being pointed over the decision of the Government in appointing a junior to the post of Principal Government Medical College Jammu, ignoring the seniors and more eligible and the stake holders are asking why the appointment was made on the guidelines which already stood challenged in the appointment of principal GMCH Kashmir. Pertinently, Double Bench of Jammu and Kashmir High Court had directed the government to send the Annual Progress Report (APR) of Dr Javed Chodhary to Central Government for assessing and verifying the same which was missed out at the time of review, so that the post of Principal- GMC Srinagar could be filled on the substantive basis. Source in the department said that in the light of said order of Division Bench, the appointment of incumbent Principal Dr. Zahid Gillani would also be illegal. "To favour its blue eyed candidates for the post of Principal, the government violated all the appointment rules despite the directions of the court to follow the laid down procedure, envisaged in rulebook of department, so that the post of principal would be filled on the substantive basis", sources said. Doctor community alleged that incumbent PDP-BJP government's successive Health and Medical Education Ministers have blatantly overlooked the directions of High Court over the appointments of Principals of both the premier colleges of state time and again. "Though, both the Principals are junior and hence ineligible, both have been running the business with the blessings of their political masters, resulting in anguish among the doctors fraternity especially among senior doctors", sources said. The medicos further said that the incumbent Principal, Dr. Zahid Gillani who heads the GMC after the superannuation of Dr Aniece Choudhary, was at fifth position in the seniority list. "Despite the fact that four doctors were senior to him including Dr Shashi Gupta, Dr Ghanshayam Dev, Dr Bela Mahajan and Dr Suganda but were ignored by the then Minister", a doctor alleged. |
