Will CM orders probe in other Corporations, Deptts? | No end of allegations about backdoor appointments | | Ishtiyaq Ahmad Early Times Report srinagar, Feb 26: While Chief Minister Mehbooba Mufti has ordered a probe into allegations of nepotism in appointments in Khadi Village and Industries Board (KVIB), government is so far silent on alleged backdoor in various departments and corporation. On Sunday Chief Minister ordered a high level probe headed by Chief Secretary B B VYas into KVIB appointments. The probe has been ordered as there has been an outcry after a senior PDP leader Sartaj Madni son's name figured in the list to the post of Executive Officer, while nephew of another PDP leader Peerzada Mansoor Hussain is in the waiting list for the post of Assistant Executive Officer. Sources told early times that over the years, hundreds of appointments have been made in various government departments and institutions without going through the appropriate selection process. The autonomous and semi-autonomous bodies and public sector undertakings too have been skipping the well established norms and procedures while making recruitments. Sources said that highly influential persons with political masters backing were appointed in government undertaking corporations including, JK Cements by putting all the rules and regulations to the whirlwind while felicitating the appointments of these blue eyed peoples. Sources said that top officials in the corporations in connivance with some former ministers and politicians have over the years made hundreds of backdoor appointments. Maximum beneficiaries were political workers who were adjusted in different corporations without considering fallout on the financial health of the corporations," sources said. Sources said that unfortunately the government over the years has so far failed to probe these appointments and book the culprits. Sources further informed that many of the backdoor appointees in some corporations were first appointed as consolidated and later placed in the grade pay within shortest possible time by setting all rules and regulations aside. Sources said though many house committees were constituted in Jammu and Kashmir to look into the illegal and backdoor appointments made in the state government departments, public undertakings and corporations, but these committees never succeeded to probe the matter. However sources said that now it will be interesting whether the Chief Minister would order a probe there also. There are reports that Peerzada Mansoor Hussain's daughter has been adjusted in ICDS of the Social Welfare Department. PDP MLA Tral's daughter has also been adjusted there. Similarly, sources said six people were recently appointed in JK Sports Council and several people have been adjusted in JK Wakf Board. However, government has maintained silence so far. "There are allegations of backdoor appointments of relatives, and workers of PDP and BJP leaders," sources said. "The CM ordered the probe after there was massive outcry over appointments in KVIB but what about allegations of backdoor appointments in various other departments and corporations," sources said. The government rehabilitated the second rung politicians of Peoples Democratic Party (PDP) and Bharatiya Janata Party (BJP) as vice-chairmen of different Public Sector Undertakings (PSUs), which are in no way the profit making bodies last year. The government has to arrange multiple accommodations for them. "They have accommodation in Srinagar and in Jammu too," an official of the Finance Department said. "We have to arrange additional staff in their personnel section. There also have to be vehicles for them and the government has to pay lakhs on their fuel." The official said that their appointments have put a huge burden on the state exchequer. The government has appointed top party functionaries of the ruling coalition comprising Peoples Democratic Party (PDP), BJP and Peoples Conference (PC) as Vice Chairpersons of several Public Sector Enterprises (PSEs). They are being paid a consolidated monthly salary of Rs 80,000/-(Eighty Thousand only) in addition to perks and allowances admissible under relevant rules to be borne by the government but not the concerned corporations and the autonomous bodies that according to sources are already running in red and overburdened with huge liabilities. These appointments were made to pacify the politicians, who could have turned rebels. A politician while mocking at these political appointments said that these are nothing more than an extra burden on the state exchequer. "No one expects most of these Vice-Chairmen to deliver as they are nothing more than toothless tigers," he added. |
