Central interlocutor supports talks between India and Pakistan | | | If the central Government special representative, Dineshwar Sharma, is for ending the conflict on the border India has to hold talks with Pakistan. This his sermon and people and the Governments, in Delhi and in Jammu, had faith in Sharma feeling that at least he could resolve the internal dimensions of the Kashmir situation. Sharma seems to have given up his efforts of tacking with the internal dimensions of the Kashmir issue and he is scared of touching the external dimensions of the issue for which he seems to be as much incapable as the BJP led NDA Government or the BJP-PDP coalition Government seem to be so. And Sharma having deep knowledge about the ongoing border conflict and the level of it seem to have forced him to opt for India-Pakistan talks so that thet two together are able to resolve the external dimensions of the Kashmir issue. It seems that external dimensions of the Kashmir issue are either linked with the internal dimensions or more important than the internal dimensions. With the escalation of tension along the Line of Control (LoC) between Indian and Pakistani troops in Uri sector, Government of India's (GoI) interlocutor, Dineshwar Sharma has said New Delhi should talk to Pakistan to end the hostility along the border. The current hostility on the border is a serious problem. I am not going to speak to Pakistan. It is the government of the day which has to do the talking," Sharma has stated. Sharma has said he has been visiting Kashmir to hold "peace talks" with the stakeholders. "I am talking to Kashmiris. The government has to talk to Pakistan," he said. About his fifth-round of visit to the state, Sharma said his visit was "very much productive and I am pretty much satisfied." Asked about the heavy cross-border shelling between India and Pakistan, Sharma said, "I can't speak to Pakistan." Sharma has said he didn't find any difference in the ground situation and the conditions in South Kashmir was not different from Central Kashmir and North Kashmir. "The situation is similar everywhere. I didn't find any difference. People have similar issues everywhere," he said. India knows it fully well that without the resumption of talks with Pakistan derailed people in Kashmir cannot be put back on the rails. But New Delhi has limitations. It cannot reopen the doors of dialogue with Pakistan unless Pakistan stops export of terror to Kashmir and desists from resorting to repeated ceasefire violations. And if the militants, trained in Pakistan arms camps, are pushed into Jammu and Kashmir for raising the level of violence it may not be possible for India to hold talks with Pakistan. This has been explained fully to Islamabad and despite India imposing preconditions Pakistan has not been able to fulfill those ones. It is not difficult for Pakistan to concede the demands of India but Islamabad is convinced that by resorting to ceasefire violations and by pushing groups of militants into Jammu and Kashmir Pakistan can bring the Kashmir issue in the global for a which could be to the advantage of Pakistan. Once again Sharma has not been able to meet Hurriyat leaders and a meeting with them could have done the trick. It could have caused scare among those in power in Pakistan that Sharma has been able to woo separatists and Pakistan's game is finished in Kashmir. |
