| Jehangir Rashid Early Times Report SRINAGAR, Mar 1: A senior minister in Peoples' Democratic Party (PDP) and Bharatiya Janta Party (BJP) government in the state has of late developed a habit of welcoming policy decisions taken by the Government of India without delving deep into the same. Without wasting any time whatsoever the Minister for Works, Naeem Akhtar welcomed the formal award of Srinagar semi-ring road project by National Highways Authority of India (NHAI). The semi ring road project has been awarded to Hyderabad based construction company Ramky Infrastructure. The award of the project to Ramky Infrastructure has raised many eyebrows in the Kashmir valley since the company failed to meet the several deadlines with regard to widening of Srinagar-Qazigund section of Srinagar-Jammu national highway. Despite the lackadaisical attitude of the company in completing the project the central government still chose them for completing the semi ring road project in Kashmir. Although, the people in general in the valley are quite upset with the Ramky Infrastructure the works minister of Jammu & Kashmir still thought it better to welcome the allotment of work to the construction company. One fails to understand as what forced Akhtar to shower praises on the construction company despite its 'failures' in the valley. It would be in place to mention here that the R&B ministry headed by Akhtar came in for sharp criticism from the legislators in the recently concluded budget session of the state legislature. Some of the legislators highlighted the loopholes in the functioning of R&B department and castigated the minister for the usage of sub-standard material during the macadamization of roads in the state. In the recent past in the Kashmir valley many complaints have come up that the macadam laid on the roads in the previous summer has caved in. The same has resulted into creation of craters, ditches and potholes on the roads where the macadam has been uprooted. This is despite the fact that this year's winter was one of the moderate winters in the recent past. Pertinent to mention here that the Union Ministry of Road Transport and Highways on Wednesday (February 28) said that NHAI has awarded Rs 939 crore project for construction of proposed Srinagar Semi-Ring Road to Ramky Infrastructure. The NHAI has issued letter of award for construction of the proposed Srinagar Ring Road/ Bypass from Gallander to Crossing of Sumbal Road. The 42.10 km project with a cost of Rs 939.41 crore would be implemented on engineering, procurement and construction (EPC) mode and the construction period is three years. A statement issued by the concerned ministry said that the entire green-field alignment has been proposed on the western side of Srinagar City to provide connectivity to the habitation on that side. The construction of semi ring road will also provide smooth and easy traffic flow in and around Srinagar city. The Ring Road/ Bypass will traverse 52 villages and six districts including Pulwama, Budgam, Baramulla, Srinagar, Ganderbal and Bandipora. It is expected to lead to a revolution in the surface transport in the Kashmir valley. |
