SMC's mode of functioning pricks Govt. claims | GoI withholds Rs 195 cr Central Grant for Smart City in Srinagar | | Early Times Report Jammu, Mar 5: Amid the pathetic mode of functioning of the Srinagar Municipal Corporation (SMC), the Government of India (GOI) has withheld the funds worth Rs 195 crores meant for the implementation of the Smart City Proposal in state's summer capital. Highly placed sources within the dispensation told Early Times that the government of Jammu and Kashmir had last year sent a detailed proposal for the Smart City in Srinagar and along with it had sent a proposal for the release of Rs 195 crores as the first installment of the central grant. However, till date, the central government hasn't sanctioned a single penny for the project, hinting at a possible collapse of the Smart City in Srinagar. "The SMC has created such a mess in Srinagar that carving out a Smart city is next to impossible. We cannot even think how many illegal constructions the SMC is allowing under its nose in Srinagar and how the vital spots in the summer capital have been vandalised. It is due to the questionable functioning of the SMC that the GOI has stooped its first instalment of Rs 195 crores," says an official privy to the development. One of the senior ministers in the present coalition openly admitted the failure of the SMC in Srinagar and claimed that the Smart City Proposal wouldn't see day's light if such a functioning of the corporation continued. The minister on the floor of the house had stated that in present situation, it would not be possible to establish a single smart street in Srinagar, leave alone making the entire summer capital a smart city. Pertinently, as per the survey done by various government and non- government agencies, there is not even one percent of the waste being processed or treated by the Srinagar Municipal Corporation. SMC has been collecting only 75 percent of the waste from the City out of which less than 5 percent is processed. The waste is disposed off indiscriminately at garbage dumping sites and that the creation of the composting units or mechanical segregators is a distant dream. Leave alone making Srinagar a smart city, the survey conducted recently has stated that if similar mode of functioning of the SMC continues for another 5 years , Srinagar will be a filthy city and no tourist would like to visit the place. Furthermore, as per data available on SMC website 450 metric tons of solid waste is generated within the SMC limits on daily basis. Due to various reasons this is dumped at Achen landfill site in Srinagar. As per the power point presentation uploaded on SMC website for seeking feedback on developing Srinagar into a Smart City not even in a single residential area (colonies , mohallas etc) or commercial establishments have the facility of segregation of solid waste . Due to absence of this facility all the waste (bio degradable / non bio degradable) generated in these areas is lifted in SMC vehicles and dumped unscientifically without any treatment. |
