Petition regarding dearth of staff in J&K Courts
DB directs RG to resolve all pending issues, on priority basis

Jammu, Mar 5: In a petition filed by Joginder Singh Bench secretary of the High Court regarding dearth of staff at various level (i.e.) High Court and District Courts, Pay Anomaly in respect of officers and staff and promotional avenues to Law Graduate Readers of the High Court, a Division Bench of State High Court Comprising Justice Ramalingam Sudhakar and Justice Dhiraj Singh Thakur after hearing petitioner in person whereas Sr. AAG HA Siddqui appearing for the State whereas Sr. Adv AV Gupta with Adv Aditya Gupta for the Registrar General J&K High Court, directed Registrar General to hold a meeting with Commissioner/ Secretary, Law, Justice and Parliamentary Affairs, Principal Secretary to Government ; Finance Department and Commissioner /Secretary to Government, General Administration Department and resolve all pending issues, on priority basis.
Division Bench after perusal of the Status Report of Khursheed Ah. Bhat, Deputy Legal Remembrance, Department of Law, Justice and Parliamentary Affairs which was signed but without date, said that henceforth every affidavit or document should be signed and dated.
DB further observed that the annexures to the Status Report were considered and after going through the records, it is found there is some error in file No. 6455/GS dated 05.06.2017 in between the High Court and the Government. The correct particulars are not available. DB also found that each issue has not been addressed on its own terms. DB further observed that the Government has to give a proper reply to the High Court's communication dated 3.5.2017 dispatched vide No. 6455/GS dated 05.06.2017 on all aspects. The staff strength needs to be increased for effective judicial functioning and the said fact has been highlighted in High Court letter dated 05.06.2017.
DB further observed that the venue of the meeting is to be decided by the Registrar General on consultation and file report on the outcome of such meeting be submitted to this Court on or before 26th March, 2018.
