China's defence budget increase may help Pakistan | | | When China increased its defence budget by 8.1 per cent it did not send fears only to India but it has cautioned the US which wants matching increase in its defence budget. Well China has money and thereby it has been able to enhance its defence budget by 8.1 per cent which comes to 175 billion dollars which is over three times higher than India's defence budget. No doubt China has already modernized its weapons, including missiles, aircrafts and long range guns, but it needs to increase in its defence allocations which could help it to seek buyers across the globe to its modern weapons and fighter planes. This way enhancing the defence budget by 8.1 per cent was needed to satiate Beijing's exra-territorial ambitions and for that matter it continues to eye border belts of India including that of Arunachal Pradesh. And India has to reconsider its defence budget allocations in the light of China having announced a 8.1 per cent hike in its defence expenditure for this year to a whopping USD 175 billion, which is over three times higher than India's defence budget, as it seeks to further advance an ambitious modernisation drive for its military. The 8.1% increase is higher than last year's announcement, when China upped military spending by 7% over the previous year. According to a budget report to be submitted to the National People's Congress (NPC) on Monday, the 2018 defence budget will be 1.11 trillion yuan (USD 175 billion). China last year increased the defence budget to USD 150.5 billion. China is the second largest spender on defence after the US. The Pentagon has requested a budget of USD 686 billion in 2019, up USD 80 billion from 2017. The increase of China's defence budget by 8.1 per cent this year is three times higher than India's latest defence budget of about USD 46 billion. Will India be able to earmark additional sums of money for modernization of its weapons, fighter planes, long range guns and missiles? Once India increases its budget expenditure it would be an unwise step because for other sector, including health education, energy, social services and resolving unemployment, there would be hardly money left in the Indian coffers for these vital projects and programmes. When China is faced no challenges from the global nations, including those that surround it, why was the need felt for enhancing the budget spending. If India is threatened from China and Pakistan it could be natural if India enhanced its defence budget by 8 to 9 per cent. But India has not done it which is not a wrong decision in view of the scarcity of funds. China has had enough of money and hence it could afford to enhance its defence budget by any amount which would help it instill scare among the developing nations including India. Was there any need for China to enhance its defence budget by over 8 per cent? Certainly not because China has already modernized various schemes for its military and that too in the light of the fact that China has been having hige nuclear weapons proliferation programme and has atomic and hydrogen bombs. In the light of this development India has to depend on Modi's cherished slogan "Make in India" under which Indian has reopened its market for foreign investment. Modi alone can be able to make an appeal to foreign investors to invest in India for modernization of its weapons for its military. Already some progress has been made in this regard and more companies are expected to help India in the production of long range missiles, fighter planes, long range guns and small arms. Though India has nuclear bombs, it is not in a position to use atomic weapons against Pakistan which could enrage China. And if China has enhanced its annual defence budget by 8.1 per cent it is part of its programme to help Pakistan to acquire modern weapons. And in most of the cases Chinese weapons and ammunition have been recovered from the arrested or eliminated militants in Jammu and Kashmir. This indicates that whatever arms and ammunition Pakistan receives from China, under military aid, to Pakistan. This way India's concern over growing moto Pakistan. This way India's concern over growing monisation of weapons for its military may be an eyewash as the Soviet help to Afghanistan was exploited by Afghan terrorists for exporting those assault rifles to Pakistan. And Pakistan helped militants, when they infiltrated into Jammu and Kashmir, 27 years ago by equipping them with AK-47 and other assault rifles. |
