Jammu, Mar 6: Exhibiting dismal performance in implementation of Lift Irrigation and other schemes, out of 347 tube wells executed by the Irrigation and Flood Control Department, only 309 tube wells are functional while 38 tube wells were non- functional for years together. Moreover, these irrigation schemes have been marred by shortage of staff to keep them operational.
Sources told Early Times that in order to give boost the agriculture sector, various irrigation schemes were launched years back by the union government but Irrigation Department of State poorly performed in their execution due to which the schemes could not yield desired result and farmers suffered.
"As per earlier detail, out of 240 tube wells in Jammu province for providing irrigation facilities, only 77 per cent remained functional on an average during 2004-09. Against 9100 hectares Irrigation Potential created, only 3700 hectares was utilized. Moreover, against requirement of 960 operational staff only 242 operators were posted in Jammu division," they informed further adding that the failure of schemes was attributed to lack of planning and pre-requisites before taking up schemes. They further said that no serious efforts were made to utilize the potential to create to maximum level.
They further informed that out of 347 tube wells including 240 ending March 2009, only 309 were functional and the remaining 38 tube wells were non-functional. "Against created Irrigation Potential of 12,500 hectares, only 7600 hectares had been utilized resulting in shortfall of 4900 hectares i.e. 39 per cent.
As far as implementation of irrigation schemes in concerned, State has poorly performed in their execution despite huge funding from the Center Government to create more irrigation potential in the State and due to which State has been reprimanded several times, they added.
