3/7/2018 10:42:00 PM
Early Times Report
Rajouri, Mar 7: In a bizarre example of work culture in the government institutions, a Nursing Orderly (NO) namely Said Mohd posted at Primary Health Centre (PHC) at Jamola has been engaged by the doctors/ other staff members to mark their presence in the attendance register whenever they remained on unauthorised absence.
Not only this, one Chanchal Kumari, Community Health Officer (CHO) and Kailash Kumari , staff nurse reportedly absent from duty for the last many days and have reportedly been injured in an accident, but the said NO has been marking their presence in the attendance register.
The matter came to light when a boy today received injuries and was brought to PHC at Jamola but no doctor was present there despite their attendance been marked in the staff attendance register.
The matter was brought into the notice of Dr Iqbal Malik, BMO, Kandi by Fazal Dad, Lambardar and others.
At about 2.30 pm when Dr Iqbal reached , he found Dr Rifat, Dr Amir (both appointed under NHM), Chanchal Kumari, CHO; Kailash Kumari, staff nurse; Mohd Hafiz, basic health worker (BHW), Nasreen, FMPHW absent from duty.
Pertinent to mention that on March 5 ,immediately after taking over the charge of Kandi health block, Dr Iqbal had paid surprise visit to this PHC and had found 9 employees absent including Dr Amir, Chanchal Kumari. Mohd Sharief, pharmacist, ISM; Vandana , FMPHW; Mohd Hafiz , MOHD Azam, Mohd Amin and Mohd Zaman all, NOs.
"On March 5, all the employees were charge sheeted and were directed to explain their positions and their salaries were also stopped" said Dr Iqbal.
He added as Dr Amir was also found absent from duty today, he is going to write to higher authorities for termination of his services.
"With regards to Chnachal Kuamri , Kailash Kumari and Said Mohd , a detailed investigation will be initiated to establish how they managed to get their attendances marked on the register regularly and what role Said Mohd had played in marking their presence as was alleged by the residents" said Dr Iqbal.
Meanwhile in the absence of doctors, Dr Iqbal Malik,BMO provided treatment to the injured boy and also attended other patients in PHC .
It also came to light that no medicine was available at this centre and staff also informed that for the last one year no medicine was supplied in this centre.
