Pakistan's bid to ban terror organisations a feather in cap of Modi | | | Scared by the UN security council's ultimatum that any organisation linked with Hafiz Saeed should be treated as international terrorist organisation.And the US had already threatened Islamabad of suspending all economic and military aid if Pakistan allowed Saeed full liberty in propagating his support to terror.And following these threats Islamabad is adopting a draft bill for banning permanently Saeed and his outfitsThe Pakistan government is working on a draft Bill to permanently ban Mumbai attack mastermind Hafiz Saeed-led Jamaat-ud Dawa as well as other groups and individuals on the watch list of the Interior Ministry. The Bill will replace the presidential ordinance that banned outfits and people already on the watch list of the Interior Ministry.Citing its sources in the Law Ministry, reports said that the proposed draft Bill to amend the Anti-Terrorism Act (ATA), 1997 was likely to be tabled in the upcoming session of the National Assembly scheduled to commence soon.The Law Ministry was involved in the process for the purpose of vetting the proposed draft Bill, the sources said, adding that the military establishment was also on board. The government decided to prepare a draft Bill to amend the ATA as part of its damage-control campaign after the Financial Action Task Force (FATF) approved a nomination proposal tabled jointly by the US, the UK, France and Germany to place Pakistan on the international watchdog's money-laundering and terror-financing grey list in February.Earlier, President Mamnoon Hussain had promulgated the ordinance amending the ATA to include entities listed by the UNSC as proscribed ..This indicates that Pakistan was scared by loss of financial aid from the super powers. And banking on China to compensate for the losses may have not been possible for Islamabad.Besides Pakistan was scared of facing the problem of isolation that could have not been compensated by China and its support to Islamabad. And there is a possibility that Once the Bill was adop[ted and various terrorist organizations were banned it could improve Pakistan's t ies with India.The only way that could lead to resumption of bilateral dialogue was India's demand for ending export of terror to India and to Jammu and Kashmir.In fact the Pakistan sponsored insurgency,that raised its head I n 1989-90,has been the caujse folr ongoing derailment of peace.One thing whether the UN,or the US,or Germany or France could promote cordial ties with Pakistan if Islamabad fully implemented the provisions of the proposed Bill.If even during adoption of the proposed bill Pakistan seems to provide support to terrorists it may boomrang on Islamabad and India may be in the forefront of those nations that plan to suspend economic and military aid to Pakistan.It is a solid contribution of Midi because his cordial ties with the heads of US,Germany,France and the UN has shown the results in the shape of Pakistan's proposed bill to ban various terrorist outfits.
