Early Times Report Jammu, Apr 19: Jammu and Kashmir Aam Aadmi Party (JKAAP) has alleged that constitutional institutions have crumbled in state at the hands of its saviours. Law makers themselves are destroying the edifice they have erected themselves to act as beacon light for the general masses. But it is a fact in our state in its real terms". National Council member Deep Singh expressed great apprehension of collapse of constitutional institution as scant regard is being shown by the guardian of law at the helm of affair. For example, approximately 26,000 crores of rupees, meant for rural areas have not been released by Government of India over last about 7 decades because Panchayats are not in place, he said. "Successive governments did not think it proper to decentralize the powers into the hands of public representatives of basic temple of democracy-the Panchayats at the grass root level for fear of getting irrelevant and lose the grip over people. This appears to be the greatest disadvantage of Art. 370 because all other 28 states in the country have vibrant & functional Panchayats except for J&K", he said. He further said blanket permission to encroach state land available anywhere is another eye brow raising order at the hands of none other than the head of the state, not going well down the throat of one & all. How can such an order, favoring a section of society, can be passed in a country where rule of law is supreme?
