State IT's official website not updated since 2016 | Vandalizing Digital India Dream | | Early Times Report Jammu, Apr 19: At a time when the government is spending crores to make J&K digital, the state government's website of Information Technology is hosting obsolete content. As one surfs the official website of the department of Information Technology, namely www.jkit.nic.in, one is shocked to find that the notice board on the site hasn't been updated from the last two years. One wonders that if such is the condition of the website of IT department, how realistic would it be to dream about the digital J&K. "This is bizarre. The condition of government websites especially of the IT department in the state speaks volumes about the state of affairs. One wonders where does all the money sanctioned for the updation and maintenance of the government websites has gone," says an official within the administration. As per the reports, the state government had taken a major initiative about 14 years ago to implement e-governance in all the government departments, Public Sector Undertakings (PSU)s and other organisation under the centrally-sponsored scheme. Most of the support is provided by National Informatics Centre (NIC), which is a premier institution of the Government of India, established in 1976. Respective departments have to maintain the infrastructure which includes the software content. Pertinently, in this era of information technology, the much-hyped e-governance in Jammu and Kashmir is proving to be a big failure. While the issue of data collection for proactive disclosure of information under the Right to Information Act-2009 is still a distant dream, the estates department website is completely defunct or carry wrong and outdated information. Furthermore, there has been very little compliance with Section 4 of the legislation which makes it obligatory for a public authority [department falling under RTI Act] to "maintain all its records and indexed in a manner and form which facilitates the right to information." It also calls for ensuring that "all records that are appropriate to be computerized are, within a reasonable time and subject to availability of resources, computerized and connected through a network all over the state on different systems so that access to such records is facilitated." What is more ironic is that the State Chief Information Commissioner in 2011 had informed the Chief Secretary that there is not so encouraging response from Public Authorities with regard to implementation of Section 4 of the Act. As per the sources within the government, lakhs of rupees out of the state exchequer were invested in introducing Information Technology (IT) and e-Governance in the day to day working of the organisation but it has proved sheer wastage of state exchequer as no regular back system was created to keep the website updated. There were continuous complaints about the lapses by the government in modernizing the working of its offices and departments. "Even as almost every department in the state has its own website to provide online information to the people but none is being updated and contain obsolete information," said an official. |
