Solution and reality - Heavy School Bags | | | Badrul Duja
On December 2017, JK High Court directed Govt to solve heavy school bags problem upto Feb 2018 with this contempt petition has been closed and final solution is with Govt only. As usual Govt didn't implement orders of High Court then contempt petition was filed against Govt for not implementing High court orders. Majority of schools in Kashmir and Jammu maintain their timetable of 8 classes i.e 8 books,8notebooks,one rough copy and one school diary. Adding more weight is water bottle,lunch box,pencil Box (excluding practical notebooks and assign). I personally carried out weighting experiment outside numerous schools of Kashmir where average weight of school bags was 6 kg ( from class 3rd to 10th). Heaviest weight of school bag was 7kg carried from (3rd to 8th class student as they are more disciplined and strictly follow timetable and its notebooks ). What's more hazardous is that their classes are in second or third floors of building. When I was in school, bags were heavier but not as heavier as they are presently, our tiny tots have turned slaves of educational system carrying out heavy commercial interests in shape of books. Great minds carried brains on their shoulders and not bags. It is high time that Govt should solve this educational social evil which are causing more harm rather than benefits. Solution? I as petitioner has already submitted solution both to the Court and to the Govt which is : Provide locker facilities in schools. Provide drinking water facailty in schools so that's students will not have to carry water bottles along. Keep a seperate set of books in schools. Ban on sling shoulder bags as it's very hazardous for student's health. Make more use of rough note books in schools instead of forcing them to write on fair notebooks in schools. Use two big notebooks with all sections for subjects instead of small 8 notebooks. Weight of the school bags should not weigh more than 10% of students bodyweight. The heavier school bags mean more syllabi, more homework which results in more pressure at very early age. On July 2017 I was informed in HC through answer report submitted by Secretary to Govt Dept of Education and Director Education that Govt will constitute expert committee comprising of five members will frame policy for easing out heavy school bag issue within three months, with their report already in public problem is prevelant. Not to forget the petition against heavy school bags was filed in June 2016 where HC directed Govt to frame policy within three months and as usual Govt didn't follow directions. From June 2016 till today, issue of heavy school bags is discussed and highlighted on newspapers,magazines and televisions. Journalists, columnists and parents have been reporting,writing and discussing against this evil educational issue privelant in our state. Apparently all of their work is in vain. I am fretful with the system we live in, for a basic issue like heavy school bags State Govt has wasted 22 months after the matter was brought infront of High Court. How are we as a state are collectively going to solve matters which are complex in nature, when we are failing to solve such small matters. That's the concern of every Kashmir and Jammuti. How long will Intellectuals, columnists,social workers and journalsits ruminate their mind on such matters writing, reporting and highlighting this issue again again hoping that Govt will ease school bags once for all. Govt must realise that reading is important but more important is implementing after you read. What surprises me is that shool authorities, bereaucrats, Govt officials, teachers are part of us, some are our relatives, friends, representatives. Yet they are snubbing concerns of individuals, of their writings on newspapers and on letters submitted to them,of voices on televisions and also of those innocent children who are suffering every morning to lift their school bags. Both the victims i.e school children and their voices in public are left with further greievences and nothing else Surely parents, journalist, columnists, petitioners are in disdain towards the insouciance nature of both private Schools and Govt in solving heavy school bags issue. Perhaps the commercial nexus between Govt and private schools is so strong that High Courts direction and public campaigning are insufficient to compell them to solve this problem. Maybe Vigilante Justice is better option for common man in Kashmir. |
