I&FC Deptt officials foil contractors 'bid rigging' attempt | | | Saahil Suhail Early Times Report Anantnag, May 16: The officials of Irrigation and Flood Control Department on Wednesday foiled 'bid rigging' attempt of some contractors in south Kashmir's Anantnag district. Reports said that a group of vigilant contractors tipped off Superintendent Engineer and Executive Engineer of the department about the 'bid rigging' attempt by the local contractors union. "The local contractors union was not allowing other contractors to drop hard copies required for taking part in the bidding process," eyewitness told Early Times. They said that conspirators of the 'bid rigging' weren't allowing others to submit bids according to rules. "The contractors group didn't allow us to bid for almost three hours. Then we contacted Superintendent Engineer and Executive Engineer who responded quickly and asked us to drop hard copies in the office of Deputy Commissioner Anantnag or in the office of SE," a contractor pleading anonymity said. He said that he along with his colleagues dropped documents required for bidding in the office of SE. The contractors, who were even thrashed and threatened by the conspirators of 'bid rigging', appealed the department to wipe out the process of submitting hardcopies of documents. "Firstly we demand that submitting hard copies must be scraped so that the essence of e-tendering is not ruined and transparency is ensured," they said and demanded intervention of Chief Minister Mehbooba Mufti. Executive Engineer, Flood Control, Farid Ahmad admitted that some contractors were trying to rig the bidding process. "Yes, some contractors were facing some difficulties. They approached us and we told them to drop the hard copies in the office of DC Anantnag or in the officer of SE which they did, and the process was completed as per norms," he said, adding he will not allow any kind of pooling or bid rigging. The officer informed they had advertised a number works and invited tenders from the contractors as per norms. In Jammu and Kashmir, complementary bidding, also known as cover bidding or courtesy bidding is hitting hard to state exchequer. Under complementary bidding some of the bidders agree to submit bids that are intended not to be successful, so that another conspirator can win the contract. |
