Injustice! Hr Education deptt denies summer vacation to contractual lecturers, others 'enjoy'

Jammu, June 10: The Jammu and Kashmir Higher Education department has been violating its own order of granting leave during summer vacations to the contractual staff as the College Principals have directed the contractual staff to attend the colleges without any break.
This is being done at a time when regular teaching faculty members have been enjoying summer vacations but the contractual staff, who are already paid lesser and denied other benefits, have been denied the summer vacations.
The Higher Education department vide government order number 78-HE of 2018 dated 8/2/2018, issued by the then Principal Secretary, Dr Asgar Samoon, in which guidelines for the engagement of candidates on academic arraignment basis in government degree colleges of the state were issued. In the section vacancies, the order reads, "The academic arrangement candidates shall be entitled to avail summer/winter vacation announced by the administrative department from time to time."
But after lapse of four months, the same order is not implemented by the college administration and one after another the Principals of MAM College, GDC Akhnoor, GDC Gandhi Nagar have issues orders according to which there is no summer vacation for academic arrangement lecturers/ teaching assistants who have been asked to work as usual.
Whereas Principal of GDC Hiranagar and GDC RS Pura have announced summer vacation from 1/6/2018 to 15/7/2018 and they have not mentioned about the contractual or academic arrangement lecturers but according to contractual staff members, they have been directed to attend the colleges as usual and those who have not been attending they have been marked absent.
Though the above mentioned order was not implemented by department but the same department implemented another order issued by the then Principal Secretary, Dr Asgar Samoon, according to which remuneration in favour of candidates engaged on academic arrangement basis as lecturer and teaching assistants was enhanced. The order was issued on 28/3/2018 and was implemented by most of college administration from the same day or from April 1, 2018.
"We are treated unequally by the department, which itself issued order but refused to implement the same. The regular staff is getting much more salary as well as other perks but we are not getting salary at par with regular staff and moreover summer vacations are also denied to us, which is total injustice", contractual staff member said, adding that the Higher Education department must issue an order to clear the ambiguity over the summer vacations for the contractual staff.
Director College Dr Zahoor Chat as well as Secretary Higher Education Javed Khan didn't pick up their phones despite repeated attempts.
