Loopholes in industrial policy encourage land mafia

Srinagar, July 21: Over the years the state government has come up with a number of revised industrial policies for the state but it utterly failed to check the intervention of land mafia.
Sources alleged that various corporations of the Industries department that owns the industrial estates in the state, have many a time sold, resold the same and particular piece of land, violating laid norms and taking advantage of the loopholes in the industrial policy.
"The problem has further aggravated over the years by posting of the incumbent managing directors who encourage the continuing system of selling-reselling the allotted land. The irony is that the genuine and the graduate technocrats fail to seek industrial land from the PSUs," sources said.
They said that recently the government installed one junior most officer as MD of a prestigious PSU owning around ten industrial estates in the state. "The officer was installed by the ex-offico chairman, the then cabinet minister against a huge consideration," sources alleged.
They said the MD of this prestigious PSU has virtually handed over the industrial estates to land mafias across the state.
Sources revealed that the insiders of this PSU have reported the matter through a written complaint to the government and the employees want action on the complaint. "Some competent IAS officer should take over the reins of the PSU so that systems and procedures are put in place for the benefit of industrialists and employees as well," sources said.
"Employees of this corporation are also holding a meeting with Chief Vigilance Commissioner next week to seek probe into the sale of industrial land," sources said.
Meanwhile, sources revealed that various MSMEs have been allotted the land which are still lying vacant and have not been used by the promoters for industrial activity and attempts are made to resell the allotted land in league with land mafia.
Sources revealed that the higher officials over last 15 years in the Industries and Commerce department are in league with the mafia as a result land could not be further allotted to the young entrepreneurs.
Sources further revealed that even the various directors and the MDs of the PSUs have managed allotment of prime land in favour of their blood relations who have managed to sell these prime industrial plots at a premium. "It's surprising that despite the vacant land available on ground the young and genuine entrepreneurs are given non-availability certificates," sources maintained.
